The position of Executive Director, Procurement will be the Chief Procurement Officer for the Queensland Police Service (QPS). As part of the Finance and Procurement Division, the position will lead and oversee the development and further enhancement of the QPS procurement function including leading transformational change.
The role will provide executive leadership and strong stakeholder management and collaboration capabilities to connect and align internal and external stakeholders to the future vision while building a strategic procurement framework and driving outcomes for the QPS Financial Sustainability Strategy.
The role will champion and partner with internal and external stakeholders to embed and sustain these outcomes, deliver key government priorities, and enable excellence in client service delivery.

• Lead and manage the development and implementation of the QPS Procurement function, supporting the overall strategic direction and ensuring alignment and compliance with the whole of government approach reflected in Queensland Procurement Policy 2026, including the management of improvement initiatives such as:
o Redefining the application of Value for Money outcomes;
o Developing a comprehensive Forward Procurement Schedule;
o Improving business area engagement with the procurement function to support better planning for Budget submissions;
o Implementing a targeted Procurement Category management approach;
o Embedding increased commercial acumen within the procurement function and procurement processes; and
o Enhancing contract management effectiveness across the organisation.
• Provide high level strategic advice on all procurement matters to the Chief Finance Officer, Finance and Procurement Division; Deputy Commissioner, People and Assets; Senior Executive Leadership Team; QPS governance committees (including the Audit, Risk and Compliance Committee) and other senior stakeholders.
• Provide strong leadership to the Procurement team, promoting professionalism, achievement, resilience and excellence, whilst building organisational capabilities, expertise and the development and maintenance of professional knowledge and skills.
• Lead and take responsibility for strategic sourcing and procurement within the QPS to maximise outcomes for its customers and stakeholders and oversee the development of robust and effective supplier development and performance management.
• Accountable for the QPS procurement framework and expenditure and directly responsible for the effective expenditure and management oversight of the Procurement budget.
• Contribute to the governance of the QPS to ensure the highest standards of practices and ethical behaviour are implemented.
• Develop and sustain effective strategic partnerships with key internal and external stakeholders across Queensland Government, ensuring that the QPS is regarded as a “customer of choice” and gains commercial advantage.
• Represent the QPS in a range of forums and meetings and negotiate fit for purpose outcomes.
While there are no mandatory requirements for this role, relevant tertiary qualifications and/or proven experience in leading the procurement function and transformation within a large and complex organisation will be highly regarded.
