The role of the Manager, Human Resources, is to coordinate key human resource activities within the Youth Detention Centre. This generalist role requires high levels of communication and consultation and negotiation with all key stakeholders within the detention centre in developing, implementing and monitoring these key human resource strategies and processes.

As Manager, Human Resources, you will specifically:
• Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
• Participate as an effective member of the Youth Detention Centre's Management Team in the development, promotion and implementation of the department's strategic direction, and the Youth Detention Centre's Operational Plans.
• Coordinate and monitor the implementation of staff performance and employee complaints management procedures and provide high level advice and support to the Director, Youth Detention Centre on performance issues.
• Assist in the management and monitoring of ill or injured staff, coordinate their workplace rehabilitation and actively assist in their timely return to work.
• Manage and coordinate the centre's recruitment and selection processes and records.
• Participate with the staff from Youth Justice Capability and Learning Unit in the design, development, implementation and evaluation of training and development programs, including mentoring and coaching systems, competency-based training for staff and ensuring accurate and up-to-date training records are maintained.
• Ensure the Youth Detention Centre's training and development methodologies are consistent with current organisational strategy and training and development policy and approaches.
• Contribute to ensuring that legislative requirements of the Industrial Relations Act, Workcover Queensland Act, Environmental Protection Act, Anti-Discrimination Act, Equal Opportunity in Public Employment Act, and Departmental policies and procedures are implemented and adhered to within the centre.
• Manage the rostering processes in order to meet operational requirements consistent with the approved staff establishment and monitor the centre's use of staff compared to establishment levels and approved leave management arrangements.
• Maintain the centre's establishment management processes and records and manage the processing of leave and other payroll functions.
Delegations
• This role has oversight over the HR Support Officer, Rosters Clerks and Payroll Officers.
