The Local Government Division plays a critical role in empowering councils to deliver on their local priorities. This role provides an opportunity to lead the Governance and Capability Team, which is responsible for the design, development, delivery, and evaluation of capability building programs that support local governments in operating effectively. The team works in close partnership with councils to strengthen governance and integrity capabilities, including the development of IT solutions that support council operations. In addition, the team assesses risks and opportunities using data and intelligence, translating strategy and policy into targeted capability programs in priority areas through the application of business intelligence.

The Role
As the Director of the Governance and Capability team, you will build capacity within the local government sector and the Local Government Division (LGD), focussing on internal staff development in key governance areas. The team provides expert advice and support to councils, the department and other stakeholders on a range of governance and capability matters that assist local governments to function effectively. This includes playing a leading role in the design, development and delivery of capacity and capability building programs and initiatives targeted at supporting councillors and council staff.
Key Duties and Accountabilities
• Develop and maintain collaborative and productive relationships with internal and external stakeholders, including local governments and councillors, peak and professional bodies such as the LGAQ, LGMA and the Australian Local Government Women's Association and registered training organisations.
• Foster an environment across the LGD where staff share knowledge, mentor other staff and focus on developing other staff in key governance areas, through informal day to day interactions as well as formal mechanisms such as the LGD's Governance Forum.
• Being an active member of the LGD's Senior Leadership Team, contributing to strategic thinking across the Division, embracing cross-team collaboration, monitoring the Delivery Priorities of LGD and ensuring positive values are employed, encouraged and instilled in all interactions.
• Lead a team with a strong culture where team members have clear responsibilities, take initiative to lead projects and actively seek out cross team collaboration opportunities.
• Lead the development, implementation and evaluation of capability development and other adult learning programs, including online training portals, using a diverse range of methods to support local governments with legislative obligations and help foster good decision-making and governance practices.
• Lead the co-ordination of training and professional learning and development engagements for local governments across LGD to agreed standards and within agreed timeframes.
• Contribute to the development and implementation of the DLGWV's local government capability development framework to build and support the sustainability and integrity of local governments and foster public confidence in the local government system.
• Lead the preparation of timely and accurate reports, briefs and advice on the training and professional development programs delivered by LGD.
