Queensland's passenger rail network is undergoing significant transformation in response to unprecedented growth and emerging demands. In the next decade, various large rail infrastructure investment projects & system enhancements will be delivered which will change the way people move. To ensure a co-ordinated approach in the delivery of this large rail infrastructure pipeline, TMR has established a Rail Infrastructure Delivery Office responsible for delivering significant rail projects, including the $5.75 billon Logan & Gold Coast Faster Rail (LGC) Project.

In the role of Senior Advisor (Program Controls) you will work as part of a team accountable for supporting the successful delivery of the LGC suite of projects. As a senior advisor embedded in the projects, you will review, analyse and report on major contractor progress. You will also ensure the consistent application of project and program controls across the extensive program of works.
Some of your responsibilities will include:
• Participate, guide and influence the development and continual improvement of LGC Program / Project Control practices Including the development, implementation and management of cost control plans, schedule master plans and risk register maintenance.
• Contribute to project budget management and cost control functions, encompassing budget creation, scheduling, change management, estimation, progress tracking, forecasting and earned value management.
• Possess a broad understanding of project accounting and accrual collection methods.
• Exhibit a strong attention to detail, exceptional organisational skills and effective time management.
• Understand and communicate project budgets, baselines and report discrepancies ensuring timely end-of-month processes.
• Provide input to the Principal Advisor (Project Controls) and respective Project Directors in monitoring project advancement, identifying risks, conducting trend and critical path analyses.
• Work with Delivery team members to monitor project deliverables and oversee the tracking of physical completion percentages, including quantities installed.
• Sustain comprehensive cash flow and commitment flow records throughout the project's various phases. This will used to generate Earned Value and Forecast Curves.
• Establish and manage project expenses in alignment with TMR's guidelines.
• Prioritise, manage and deliver set tasks and activities with an emphasis on meeting deadlines within quality, cost and time constraints.
• Encourage and actively promote a proactive, performance focused culture within the team. Actively participate in performance conversations to build and support an environment of continual improvement.
Highly desirable
• Extensive experience working in a project controls environment on a infrastructure delivery project would be highly regarded.
• The ideal candidate should possess practical experience in areas such as cost control, Earned Value Management, budgeting, project scheduling/planning and reporting on contract progress and performance.
Requirements of the role
• Demonstrated experience in project cost control, including conducting budget variance analysis and preparing high‑quality reports and graphical presentations.
• Proven capability in assessing program progress and applying sound governance based on insights of the broader project context, to support informed decisionmaking.
• Build and sustains relationships to enable the collaborative delivery of customerfocussed outcomes.
• Strong written and verbal communication skills including adaptive communication style targeting different audiences and communication mediums.
