About the Role
As the Manager, Procurement, you will lead QLeave's procurement and contract management function, ensuring compliance with the Queensland Procurement Policy and driving strategic procurement outcomes. This role focuses on navigating the complexities of the evolving procurement landscape, uplifting organisational capacity and capability, and embedding a business partnering approach to procurement.
In this trusted advisor role, you will provide strategic advice to senior leaders, foster strong relationships with stakeholders, and position procurement as a key enabler of organisational success. By adopting a collaborative and strategic approach, you will lead the development and implementation of procurement frameworks, oversee complex procurement activities, and build a high-performing team that delivers outcomes for QLeave.
Your Responsibilities
In this role, you will:
- Lead the development, implementation, and improvement of QLeave's procurement policies and procedures, ensuring alignment with QPP 2026 principles
- Provide strategic advice to senior leadership on procurement matters, including risk management and market engagement
- Drive initiatives to enhance organisational procurement capability through training, tools, and resources
- Foster a culture of continuous improvement and position procurement as a strategic enabler across the organisation
- Build and maintain strong relationships with stakeholders, acting as a trusted advisor and business partner
- Oversee contract management activities, ensuring effective delivery and alignment with organisational objectives
- Lead and develop a high-performing procurement team, delivering quality advice and services
- Represent QLeave in external forums to foster partnerships and promote best-practice procurement
- Manage the end-to-end procurement process, ensuring compliance with policies and performance transparency.

What We're Looking For

For this role, we will consider your:
- Demonstrated understanding of the Queensland Procurement Policy, tendering, contracting, and contract management processes
- Experience in developing and implementing procurement frameworks, policies, and strategies that align with organisational and legislative requirements
- Ability to lead and develop high-performing teams while fostering collaboration and continuous improvement
- Communication and interpersonal skills to build and maintain strong relationships with stakeholders
- Analytical skills to identify risks and opportunities in complex procurement issues
- Ability to negotiate, influence, and deliver effective outcomes.
Mandatory Requirements
- Procurement qualification of Level 4 (Strategic) Procurement Certification Program through the Queensland Government, or equivalent Chartered Institute of Procurement and Supply (CIPS) qualification
In addition, experience leading a procurement function within the public sector is highly regarded.
