Organisational Change Manager

The Organisational Change Manager (OCM) is a key member of the QAS Information & Communication Technology (ICT) Transition Program delivery team. The OCM is responsible for leading & managing the organisational change activities associated with Machinery of Government (MoG) transition initiatives, including the transition & disestablishment of ICT services from the current provider to alternate supplier arrangements.
This role will lead the planning, coordination & delivery of organisational change management & workforce transition activities to support affected staff through the MoG change process & ensure business readiness, continuity of operations, & successful transition outcomes.
The position requires strong experience in organisational change management, workforce transition, stakeholder engagement & human resource management within complex operational environments

We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:
- Demonstrated capability and experience in successfully delivering organisational change management and workforce transition activities, particularly in the context of Machinery of Government (MoG) reforms within complex, geographically diverse organisations providing critical 24/7 community services.
- Strong background and demonstrated experience in human resources, workforce transition, employee engagement, and organisational change practices, with the ability to develop and implement effective strategies to support workforce and business transitions.
- Highly developed analytical and problem-solving skills to assess workforce, business, and system impacts, and to design and implement change management strategies that minimise disruption to frontline service delivery and business operations.
- Proven ability to lead and manage complex, organisation-wide projects to achieve strategic outcomes, ensuring alignment with approved project management methodologies, timeframes, and budgetary constraints.
- Demonstrated skills in building and maintaining productive, influential relationships with diverse internal and external stakeholders, and in effectively engaging, consulting, negotiating, and communicating in dynamic and rapidly changing environments.
- Demonstrated ability to work independently with minimal supervision, respond positively to change and uncertainty, and take personal responsibility for achieving objectives. Proven experience in preparing, coordinating, and presenting high-quality advice, briefings, and reports to influence strategic decision-making.
The following mandatory requirements, special conditions and/or other requirements apply to this role:
- Whilst not mandatory, demonstrated experience in delivering organisational change management and workforce transition activities within a complex operational environment will be very highly regarded.
- Knowledge of Managing Successful Programs (MSP) and Prince2 is highly desirable.
- Experience working within the Queensland Government or public sector environment is desirable.
