Contract Management Officer

The ECQ, as a modern and professional statutory authority, is seeking a highly motivated & detail-orientated individual for the position of Contract Management Officer. This role is critical to ensuring the effective management of contracts & Digital Technologies (DT) procurement processes that align to ECQs policies, strategic objectives, and regulatory obligations.
As a Contract Management Officer, you will be responsible for supporting the development, implementation, and maintenance of contract administration functions as well as procurement frameworks, policies, and procedures. You will play a key role in ensuring compliance with the Queensland Procurement Policy (QPP) and other relevant legislation, while fostering strong relationships with internal and external stakeholders to achieve value-for-money outcomes. You will be directly accountable to the Manager ICT Governance.

This position offers an exciting and challenging opportunity where you will be a key contributor in contract management for the Digital Technologies team within ECQ.
The successful candidate will be expected to work autonomously and provide strategic advice when required.
As the Contract Management Officer, you will be responsible for the following key deliverables:
Contract Management and Procurement
• Prepare, negotiate, and administer all ICT contracts, ensuring compliance with relevant legislation, policies, and procedures.
• Monitor and report on contract performance, ensuring deliverables, milestones, and timelines and budgets are met.
• Maintain accurate and up-to-date contract documentation, including registers, variations, and correspondence.
• Identify and manage risks associated with contracts and procurement activities, escalating issues as required.
• Improve contract management and procurement processes within DT, including standardisation, automation, and alignment with best practices.
Governance and Compliance
• Ensure all contract and procurement activities align with the ECQs strategic objectives, regulatory obligations, and risk management frameworks.
• Coordinate and manage the development, implementation, and review of ICT and procurement policies, standards, and procedures to enable effective compliance and risk management.
• Maintain DT procurement and contract management frameworks, including policies, procedures, standards, and guidelines.
• Provide advice and recommendations to executive stakeholders and governance boards to support informed decision-making.
Stakeholder Engagement and Collaboration
• Collaborate with key leaders and users to understand organisational needs and requirements, ensuring alignment with governance and assurance priorities.
• Build and maintain strong relationships with internal and external stakeholders, and liaise with suppliers, contractors, and governance boards to resolve contract related queries and disputes in a timely and professional manner.
