Commercial Manager - ETCS Alliance (12 month contract)

The Cross River Rail Delivery Authority is building a new 10.2km rail line that includes 5.9km of twin tunnels running under the Brisbane River and CBD; with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.
Once complete, it will provide trains with a much-needed alternative rail path through the core of the current SEQ Rail network, unlocking a bottleneck and allowing more trains to run more often across the whole of South East Queensland.
The Cross River Rail Delivery Authority is also delivering multiple supporting projects and activities in conjunction with the Department of Transport and Main Roads. These include accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast; upgrades for stabling yards; track works and surface rail enhancements; and the introduction of a new ETCS digital signalling system.
About the Role
An exciting opportunity exists for an experienced commercial leader to join the Cross River Rail Delivery Authority as Commercial Manager – Delivery, supporting the ETCS Alliance contract. This role will lead commercial strategy, contract administration, governance and stakeholder engagement activities to protect and enhance CRRDA's commercial position while delivering best for State outcomes.
Working closely with project delivery teams, contractors, alliance partners and senior stakeholders, you will provide strategic commercial advice, lead negotiations, manage complex contractual matters and mentor a small team of commercial professionals. This opportunity is offered as a fixed term parental leave contract from July 2026 to July 2027, with an immediate start available for the right candidate.
Key Responsibilities:
- Lead the development and implementation of commercial strategies for the ETCS Alliance contract, ensuring complex contractual matters are resolved in a timely and commercially sound manner.
- Provide commercial oversight and assurance across alliance delivery activities, including the review of commercial, contractual and budget documentation to support informed decision making and best for State outcomes.
- Lead negotiations and dispute resolution activities where required, securing favourable commercial outcomes while balancing risk, performance, innovation and value.
- Provide trusted commercial advice to project delivery teams and senior leaders on risk, change and issue resolution, ensuring contractual, commercial and budget impacts are appropriately managed and governed.
- Take ownership of commercial reporting, briefings and governance documentation, ensuring information provided to senior management and governance forums is accurate, strategic and commercially robust.
- Oversee the preparation and review of high value contract correspondence, ensuring commercial integrity, consistency of position and alignment with project objectives.
- Represent the Delivery Authority in commercial discussions with alliance partners, contractors, advisers and key stakeholders across a complex major project environment.
- Lead and mentor a team of commercial professionals, fostering a culture of accountability, collaboration, strong governance and professional excellence.
About You:
- Commercial management experience within major infrastructure, transport or complex capital delivery environments.
- Exposure to alliance, PPP or other collaborative contractual delivery models.
- Proven ability to develop and defend commercial positions while balancing contractual, financial and project delivery considerations.
- Exceptional written communication skills, including preparation of complex correspondence, reports and executive briefings.
- Strong negotiation, influencing and stakeholder management skills across senior internal and external stakeholders.
- Demonstrated experience leading and developing high performing commercial or contract management teams.
- Relevant tertiary qualifications in Quantity Surveying, Business, Engineering, Law, Construction Management or a related discipline.
