Chief Human Resources Officer

The Chief Human Resources Officer provides strategic leadership of the department's People and Culture function and is a key member of the department's executive leadership cohort. Reporting to the Deputy Director-General, Corporate Services, the role provides independent, strategic advice to the Director-General, Executive Leadership Team and senior stakeholders on complex workforce, organisational and people matters. The position leads enterprise workforce strategy, including workforce planning, succession planning, talent management and leadership capability development while contributing to department-wide strategy, governance, reform and organisational performance. This is a significant executive leadership opportunity to influence workforce, leadership and public sector reform while contributing to enterprise-wide strategy, governance and organisational performance.

Reporting to the Deputy Director-General, Corporate Services, the Chief Human Resources Officer provides strategic leadership of the department's People and Culture function and is a key member of the Executive Leadership Cohort. The role provides independent, strategic and high-level advice to the Director-General, Executive Leadership Team and senior stakeholders on complex workforce, organisational and people matters, while contributing to enterprise-wide strategy, governance, reform and organisational performance. The Chief Human Resources Officer leads the delivery of integrated people and culture services and partners with business leaders to build organisational capability and support the department's current and future priorities.

Key responsibilities include
• Providing strategic advice to executive leadership on complex workforce matters
• Leading enterprise workforce strategy, leadership capability and succession planning
• Leading organisational performance, remuneration and workforce governance
• Building partnerships across government to influence workforce and leadership reform
• Overseeing workforce analytics, reporting and people insights that support informed decision-making
• Promoting inclusive, high-performing and psychologically safe workplaces.

The ideal candidate will bring
• A demonstrated record of success as a leader in a large and complex organisation, with outstanding leadership capability
• Expertise in contemporary human resource management, with the ability to translate strategy into impactful workforce and organisational outcomes
• Proven success leading organisational change and fostering a capable and confident workforce
• Demonstrated ability to lead beyond portfolio boundaries and contribute to collective executive leadership and whole-of-department outcomes
• Experience representing an organisation in complex stakeholder, government or cross-sector environments and influencing strategic reform agendas
• Outstanding judgement, integrity, strategic agility and highly developed communication, negotiation and influencing skills.
