The Principal Adviser Offender Services is responsible for statewide management of offender services such as pastoral care, substance use programs and services, offender programs, and community-based services such as visitor transport services and services for victims-survivors of domestic family violence. The position is also responsible for developing, implementing and monitoring of service delivery with a view of improvement of service delivery matched to demand and ensuring value for money and that contracted services are delivered within operational areas as intended in terms of overall outcomes sought by the Agency.

The Principal Adviser Offender Services will:

  • Supervise and develop a small team of professional staff through demonstrated competence in people management techniques including providing mentoring, coaching and performance feedback and appraisal processes.
  • Lead the development of procurement and contract documents for ORMS managed contracts and have significant input into the service deliverables, key performance indicators and procurement activities for contracts managed by the Procurement and Contract Management Group.
  • Lead annual service delivery planning processes with operational sites, external funding bodies and contractors (where relevant).
  • Monitor and evaluate offender service delivery, including relevance to priority groups such as women, First Nations peoples, and people with a disability.
  • Identify, develop strategies and respond to complex service delivery issues and emerging risks in the offender services delivery system, including appropriate liaison with Manager, Director, operational directorates and sites, contracted service providers and other stakeholders as required.
  • Develop and maintain collaborative internal and external stakeholder relationships to facilitate the liaison, consultation, discussion and negotiation processes to ensure the effective operations of the Unit and Directorate in order to achieve strategic and operational outcomes.
  • Identify emerging trends in the offender population and broader research base regarding opportunities for new and innovative offender services, as well as implementing, coordinating and participating in quality monitoring processes to delivery statewide consistency in the standard of offender services delivery.
  • Provide high level data analysis of service delivery data to ensure sound performance, including contract compliance and achievement of outcomes, and to inform continuous improvement considerations.
  • Report regularly on the performance, effectiveness and outcomes of offender service delivery within the Agency, including budget expenditure.

The following mandatory requirements apply to this role:

  • Mandatory qualifications in procurement are required for this role and if not possessed will be provided.
  • Agency mandatory training is required as part of this role and will be provided as required.
