The Passenger Rollingstock and Signalling Branch is delivering and managing rollingstock and signalling projects to meet the growing demand for rail services in south-east Queensland. As part of the branch, you will work on a variety of projects dedicated to demonstrating the government’s commitment to expanding its rail footprint to meet south-east Queensland's continued Growth.
The Contracts, Performance and Operations team provides governance, commercial management and performance oversight of the 75 New Generation Rollingstock (NGR) Multiple Units and the Wulkuraka Maintenance Facility.

In the role of Manager (Payment and Performance) you will lead the governance, administration and continuous improvement of the payment and performance framework under the New Generation Rollingstock (NGR) Project Deed.
The role is responsible for providing strategic commercial leadership and assurance across contractor payment administration, performance monitoring, contractual compliance, risk management and governance activities within a complex Public Private Partnership (PPP) environment. The position oversees the assessment of contractor performance and payment obligations, provides high-level commercial advice to senior leadership, drives continuous improvement of systems and processes and leads stakeholder engagement to achieve optimal contractual, financial and operational outcomes for the State.
Some of your responsibilities will include:
• Lead the end-to-end management of the NGR payment and performance framework, ensuring compliance with Project Deed requirements while driving optimal commercial outcomes for the State.
• Oversee contract performance and service delivery, proactively monitoring trends, identifying risks and issues, and implementing strategies to address noncompliance and improve contractor performance.
• Provide strategic commercial advice to senior leadership, including insights on contractor performance, payment mechanisms, risk exposure and emerging issues within a complex public-private partnership environment.
• Lead the assessment and governance of contractor payment claims, ensuring rigorous due diligence, accurate application of incentive and abatement regimes and transparent, auditable decision-making.
• Lead the ongoing development and continuous improvement of the payment and performance framework, systems and processes that support the administration of the NGR Project Deed, ensuring accurate, auditable and commercially sound outcomes for the State.
• Lead strategic commercial management activities under the NGR Project Deed, including assessment of contractual risks, development or commercial strategies, management of contract change proposals and provision of advice to support the State's long term contractual and operational objectives.
• Build and sustain strategic relationships with key stakeholders, including the Operator, Contactor and internal teams, to influence behaviours, resolve issues and drive improved performance outcomes.
• Deliver high-quality performance reporting and insights, translating complex contractual, financial and operational data into clear, actionable advice for executive stakeholders.
• Lead, coach and develop a small team, setting clear expectations, fostering a high-performance culture and ensuring alignment with organisational values, ethical standards and workplace health and safety requirements.
Requirements of the role:
• Proven experience managing complex, performance-based contracts with strong commercial acumen in interpreting contract terms, monitoring KPIs and applying payment and performance regimes, assessing contractual risk, managing contract change processes and providing commercially sound advice.
• Demonstrated ability to interpret and apply complex contractual and governance frameworks, balancing commercial, operational, stakeholder and risk considerations to achieve optimal outcomes.
• Excellent communication, negotiation and influencing skills with the ability to build collaborative relationships, manage conflicts and communicate complex information through clear and effective reports, presentations and advice.
