The Passenger Rollingstock and Signalling Branch is delivering and managing rollingstock and signalling projects that are innovative, integrated and accessible to meet the growing demand for rail services in South East Queensland. Within the Passenger Rollingstock and Signalling Branch, the European Train Control System (ETCS) team is responsible for the ETCS Program, which is a portfolio of projects and initiatives to implement the signalling requirements of TMR’s Rail Network Strategy (RNS). It will transition the South-East Queensland (SEQ) rail network to ETCS operations and plays a vital role in delivering additional safe and reliable public transport services and additional network capacity to meet increasing demand due to Queensland’s growing population.

Within the Passenger Rollingstock and Signalling Branch, the European Train Control System (ETCS) team is responsible for the ETCS Program, which is a portfolio of projects and initiatives to implement the signalling requirements of TMR's Rail Network Strategy (RNS). It will transition the South-East Queensland (SEQ) rail network to ETCS operations and plays a vital role in delivering additional safe and reliable public transport services and additional network capacity to meet increasing demand due to Queensland's growing population. This program includes deploying ETCS into the SEQ Queensland Rail network, developing a new rail traffic management system, installing a digital radio system, and testing and commissioning ETCS equipment on rollingstock and the rail network. The teams work closely with Queensland Rail and other key major project stakeholders to ensure ETCS is delivered in a progressive and cost-effective manner.

Some of your responsibilities will include:

  • Identify, research, develop, recommend, and implement financial systems, policies and business processes that reflect best practice, are responsive to branch needs and support the achievement of strategic, business, and operational objectives.
  • Provide high level and timely written and verbal financial advice in accordance with departmental business and governance frameworks in relation to finance matters including the analysis and interpretation of legislation policies and other finance related matters to support branch correspondence, briefs, and reports.
  • Drive effective and strategic financial management outcomes of client business areas by leading monthly client meetings, projecting forecast spend, identifying funding risks, and costing new initiatives.
  • Undertake monthly and ad hoc program control activities and support the Principal Advisor with scheduling, reporting and data integrity activities as a 3PCM lead user delivering training in financial management, systems and budgetary processes to finance and non-finance staff across the branch.

Requirements of the role:

  • Advanced Excel skills and knowledge of the 3PCM tool to support effective project and program management.
  • Proven expertise in financial management, including budgeting, reporting, and analysis, with proficiency in financial software.
  • Ability to identify trends and provide actionable recommendations.
  • Strong stakeholder engagement skills collaborating across multiple business areas and project teams to support financial objectives.
  • Experience in drafting quality correspondence and reports to facilitate accurate and timely decision making.
