The Finance and Procurement Command provides high level advice and support services to the Minister, Commissioner and QCS staff through establishing and delivering financial management and strategic sourcing services, enabling efficient, effective and economic delivery of QCS business operations.

The Command incorporates the Management Accounting Group, Financial Accounting and Operations Group, Procurement and Contract Management Group.

The primary accountabilities of the Procurement Officer include:

  • Assist the Manager, Procurement Services & Delivery in the delivery of relevant timely and accurate advice on matters relating to procurement to operational areas.
  • Maintain Procurement registers including the collection and reporting of data from internal and external resources and coordination of procurement related data consolidation.
  • Assist in developing procedures and systems for the department that continually improve the efficiency of the planning, implementation and management of supply arrangements and contracts.
  • Undertake financial processing for account management and processes for requisitioning and ordering of bulk materials on behalf of the department.
  • Exercise procurement governance for process undertaken with the department has been in accordance with the procedures and the Queensland Procurement Policy.

The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities.

Role Suitability:

This role is an Individual Contributor under the Leadership Competencies for Queensland framework.

Within the context of the role accountabilities described in About the Role, the most suitable applicant will demonstrate their applied knowledge, skills and experiences against these essential role requirements of the Individual Contributor leadership stream:

  • Experience in financial functions and managing administration functions.
  • Experience in managing and co-ordinating a wide range of account management functions.
  • Effective oral, written and interpersonal communication skills.
  • Demonstrated communication, negotiation and conflict resolution skills and experience liaising with management and staff at staff and mid management levels, to gain commitments and negotiate service delivery, priorities, deadlines, resources and other relevant issues.
  • Experience with the use of financial management systems (SAP would be an advantage).
  • Demonstrated ability to understand and apply legislation, policies and procedures relevant to the position.
  • Effective interpersonal skills as evidenced by the ability to build successful relationships with internal clients and external stakeholders with a range of competing interests.
  • Demonstrated written communication and research skills including the ability to prepare reports and submissions.
  • Efficient time management skills and the ability to prioritise tasks as demands arise and with competing priorities.
  • Problem solving skills with the ability to apply a range of problem solving strategies and show initiative in identifying and solving problems both independently and as a team member.
  • Ability to use judgment and discretion with confidential information.
  • Good knowledge of information technology, including proficiency in using a range of software applications, including Microsoft Word, Excel, PowerPoint and databases and other office technology.
  • Demonstrated attention to detail in the preparation and review of detailed documentation.
  • Respect for sensitivity and confidentiality of issues and information handled

Other conditions and requirements:

  • Procurement level 1 or 2 purchasing certification or equivalent as verified by Queensland Government Procurement qualification are desirable.
