As an experienced ICT Program Manager, you will lead the strategic planning, integration, governance and delivery of a complex portfolio of election-critical digital and business change initiatives to ensure ECQs preparedness for and successful delivery of Queensland’s Local and State Government Elections.

Your Contribution:

  • Lead the development, implementation and assurance of Digital Technologies election readiness plans, ensuring critical capabilities, resources, dependencies, risks, and business readiness activities are identified, prioritised, monitored and escalated to support election delivery and organisational readiness.
  • Establish and maintain an integrated program delivery roadmap, critical path and master schedule for a portfolio of interdependent digital initiatives aligned to 2028 Local and State Government Elections, with accountability for delivery integration, sequencing, dependency management and readiness outcomes.
  • Develop and oversee program and project management artefacts, including delivery plans, budgets, risk assessments, briefing notes, options analysis, governance papers and progress reports in accordance with ECQ frameworks, ensuring information provided to decision-makers is timely, evidence-based and fit for executive consideration.
  • Provide authoritative strategic advice to senior executives on the overarching program of digital election initiatives, including priorities, delivery approaches, trade-offs, governance matters, risk treatments, and decisions required to achieve election readiness in line with legislative and organisational requirements.
  • Build, influence and maintain effective relationships with internal and external stakeholders, including senior leaders, technical specialists, and partners to negotiate priorities, resolve issues, align expectations and maintain a no-surprises approach to program delivery.
  • Lead program forecasting and controls to identify emerging risks, issues, change requests, resource pressures and contract variations, and develop robust recommendations, mitigation strategies, and supporting documentation for timely consideration and decision.
  • Lead post-election evaluation and continuous improvement activities, ensuring lessons learned are captured, analysed and translated into prioritised business and digital improvement initiatives to strengthen future electoral readiness, delivery capability and organisational performance.
  • Establish, maintain and continuously improve program governance, assurance, reporting and risk management practices to support transparency, compliance, executive oversight and delivery confidence.
  • Lead through influence across multidisciplinary teams and delivery partners, setting expectations, coordinating contributions and driving accountability for outcomes in an environment where not all resources are under direct line management.
  • Monitor and manage program interdependencies across technology, operational and business workstreams to ensure impacts on election readiness, service continuity and delivery confidence are identified early and addressed effectively.
