As Director, you will lead the development and review of the operational policy framework and the Youth Detention Centre Operations Manual. You will also be responsible for driving strategic reforms and continuous improvements across youth detention services, including the design and implementation of policies that support culturally responsive practice and evidence-based service delivery.

The Director provides evidence-based advice regarding operational policy programs and services that meet the requirements of the Youth Justice Act 1992 and respond in new ways to youth offending.

The Director will focus on the secure and custodial services practice and policies. The role also oversees statutory and operational reporting functions, ensuring compliance with legislative requirements and transparency in performance. You will work closely with senior stakeholders across government, justice, and community sectors to influence system-wide outcomes.

This pivotal role helps ensure that detention environments are safe, deliver high quality rehabilitative services, and are aligned with contemporary best practice and legislative obligations.

As Director, Youth Detention Operations, you will specifically:

• Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
• Lead the development, review, implementation and governance of contemporary operational policies, procedures, operating frameworks and service delivery agreements with partner agencies.
• Lead the development and review of practice resources and communication materials for a range of internal and external stakeholders, including youth, parents and guardians.
• Lead and manage the provision of expert advice and support for frontline youth detention staff, ensuring legislative, policy and procedural compliance and coordinated service delivery with community-based services and partner agencies.
• Oversee and coordinate responses to individual and systemic complaints about service delivery, right to information requests and other complex legal matters, including providing expert advice and support for court, tribunal and conciliation processes, including QCAT and QIRC matters.
• Lead and coordinate the development of departmental and ministerial briefs, correspondence and submissions of strategic and/or operational importance in relation to complex youth detention matters.
• Oversee, deliver and support complex and sensitive projects of state-wide significance, including legislative change, reform projects, ICT renewal and replacement, technology and system transformation and commissioning (new centres) activities.
• Lead the development, coordination and administration of a range of statutory and operational reporting processes. Provide strategic leadership to support corporate and operational performance reporting, information system enhancement and data governance relevant to youth detention services.
• Advise on contemporary best practice, evidence and trends in relation to youth detention service delivery.
• Effectively manage budgetary, strategic and operational performance and resources of your responsible teams.
• Represent the department at a senior level as required, including at interdepartmental and intergovernmental meetings and associated management committees.
