About the role
As the Principal Consultant, you will lead a specialist team responsible for the development, implementation, and continual improvement of establishment management systems, practices, and governance across QCS.
Partnering with senior executives, HR practitioners, and business leaders, you will provide high-level advice on complex establishment and workforce matters, ensuring organisational structures, positions, classifications, and workforce frameworks support operational priorities.
You will play a critical role in maintaining the integrity of the agency's establishment, driving best practice approaches, identifying opportunities for improvement, and ensuring compliance with relevant frameworks, policies, and governance requirements.
Key responsibilities
You will:
• Lead the development, implementation, and continuous improvement of establishment management practices across the agency.
• Provide expert advice to senior leaders on complex establishment, workforce, and organisational design matters.
• Oversee the governance and integrity of establishment management systems, processes, and controls.
• Analyse workforce trends, organisational structures, and HR data to inform workforce decisions.
• Lead agency-wide initiatives that strengthen establishment management capability and improve service delivery.
• Develop practical and evidence-based solutions to address complex workforce and organisational challenges.
• Influence decision-making through high-quality analysis, reporting, and advice.
• Lead and mentor a high-performing team, fostering a culture of excellence, collaboration, innovation, and accountability.
What we're looking for
We are seeking a leader with extensive experience in establishment management and a demonstrated ability to uphold and strengthen establishment excellence within a large and complex organisation.
The successful applicant will bring:
Establishment management expertise
• Extensive experience managing workforce establishments, organisational structures, position governance, and establishment controls.
• Strong understanding of establishment management principles, governance requirements, classification frameworks, and organisational design practices.
• Demonstrated ability to maintain establishment integrity while balancing operational and workforce priorities.
• Experience leading establishment reviews, position management activities, and workforce governance initiatives.
HR capability
• Comprehensive knowledge of contemporary HR practices, policies, frameworks, and workforce planning principles.
• Ability to navigate complex workforce and organisational issues, providing trusted advice to senior leaders.
• Experience translating business needs into practical, sustainable workforce solutions.
Analytical and systems expertise
• Strong analytical skills with the ability to interpret workforce data, identify trends, and develop evidence-based recommendations.
• Proficiency in HR information systems and workforce management systems.
• Experience using workforce insights to influence organisational outcomes and decision-making.
Leadership and stakeholder engagement
• Proven success leading and developing high-performing teams.
• Exceptional stakeholder engagement, communication, and influencing skills.
• Ability to build credibility and strong working relationships across executive, operational, and HR environments.
