ECRA in the department is responsible for regulating Queensland's ECEC sector.  The Licensing team within ECRA is responsible for approving ECEC providers and services in Queensland, primarily under the National Quality Framework (NQF).  The team also provides early advice to building practitioners about their building plans so that service premises are designed to provide quality and safe education and care environments for children.

About the Role:

  • Supports ECRA by consistently and fairly applying relevant ECEC legislation, standards, policies and guidelines in the regulation of the ECEC sector within the context of the Regulating for Quality
  • Establishes collaborative relationships with developers, building practitioners and ECEC providers to intervene early in building designs with advice to build ECEC premises that comply with the NQF (rather than retrospectively bringing them to compliance once built). An ability to apply ECEC regulations to building plans is a key requirement of the role.

Responsibilities Include:

  • Undertaking regulatory activities and making recommendations that support the Regulatory Authority to undertake its functions under the legislation and in accordance with the principles of good administrative decision making.
  • Providing recommendations that are informed by data, analysis of evidence and accurate interpretation of the legislation.
  • Identifying and responding to risk in the ECEC sector through application of risk-based decision making in accordance with the legislation, exercising powers, gathering evidence and escalating matters accordingly.
  • Implementing operational policy initiatives drawing on feedback, evaluation and data analysis to improve regulatory process and practice.
  • Preparing accurate, well-written communication on range of matters relating to ECEC regulation including correspondence, reports, briefs, regulatory decisions and recommendations.
  • As this position requires visits to ECEC services, it is a requirement to possess a current Working with Children Check clearance (blue card) issued by Blue Card Services and have a current driver's licence.
