The Child Safeguarding team is a specialist statewide function within the Queensland Early Childhood Regulatory Authority. It assesses notifications, complaints and intelligence and investigates allegations of sexual abuse and misconduct in early childhood education and care services. The team works closely with regional regulatory staff, government agencies, external authorities, sector stakeholders and subject-matter experts to identify risks to children and support coordinated regulatory responses.

About the Role:

  • The opportunity to lead a specialist child-safeguarding team within the nation's leading early childhood education and care regulator.
  • Direct engagement with leading academic experts in protective behaviours and situational and contextual crime prevention.
  • The opportunity to shape the continuing development and application of behavioural risk assessment and proportionate regulatory intervention.
  • A significant role in the Regulatory Authority's response to the Queensland Family and Child Commission's In Plain Sight report and implementation of the Reportable Conduct Scheme.
  • Opportunities to influence child-safeguarding policy, regulatory practice, operational systems and sector-wide reform.
  • Access to the collective expertise of a specialist team and established working relationships with regional regulatory staff, government agencies, external authorities and sector stakeholders.
  • The opportunity to provide authoritative advice to senior leaders and contribute to strategic regulatory decision-making.

Responsibilities Include:

  • Substantial experience leading a regulatory, investigative, child-safeguarding or comparable human-services function.
  • Demonstrated experience managing and developing a specialist team, including setting performance standards, building capability, managing competing priorities and supporting staff wellbeing.
  • Demonstrated experience overseeing complex and high-risk investigations, risk assessments and regulatory or administrative responses.
  • Highly developed analytical and critical-reasoning skills, including the capacity to assess adult conduct, behavioural patterns, contextual risk and complex evidence.
  • Demonstrated ability to translate behavioural risk assessments into lawful, evidence-based and proportionate regulatory interventions.
  • Sound knowledge of administrative law principles and experience interpreting and applying complex legislation.
  • Experience assuring the quality of investigations, regulatory decisions, briefs of evidence, investigation reports and high-level advice
    highly developed written and verbal communication skills, including the ability to provide clear and authoritative advice to senior leaders.
  • Demonstrated experience building effective relationships with government agencies, external authorities, sector stakeholders and subject-matter experts.
  • Experience leading regulatory reform, policy development, priority projects and improvements to operational systems and practice.

Relevant investigation qualifications and experience in child safeguarding, sexual misconduct matters or human services will be highly regarded.
