The Manager, System Planning Branch (SPB) is responsible for driving and overseeing a range of health service planning functions including strategic and statewide health service planning. SPB assesses statewide health service requirements, service supply and service capacity; develops statewide plans as well as supporting local health service planning; and informs investment priorities for service development and infrastructure initiatives. In addition, SPB undertakes time-limited projects on specific areas that contribute to the development of health services including statewide, HHS and clinically specific planning and strategy.
What you'll do
You will identify strategic and statewide planning gaps and opportunities to address system issues and priorities and support HHS and other identified stakeholders to undertake local health service planning and/or develop proposals for statewide services. You will provide expert level health service, strategic, system planning advice and direction to Queensland Health Divisions, Queensland Clinical Networks, Hospital and Health Services (HHSs) and other stakeholders, consistent with Queensland Health and government priorities and policies. You will lead and manage consultation processes with internal, external and government stakeholders in the development of research and information that informs strategic/system planning and service plans while also managing staff to achieve defined project outcomes.
About you
We are searching for someone who has:
- Proven ability to develop and manage a team in a large, complex service delivery organisation, using contemporary human resource management practices in line with legislation, departmental directives and performance planning, review and succession planning.
- Proven ability to lead a team, to achieve defined project outcomes, while driving a collaborative working environment and developing a team to work at the top of their capability requirements.
- Proven ability to lead a team to ensure effective and efficient delivery of service planning advice while managing diverse stakeholder groups and application of project management techniques to meet the objectives of complex time-critical projects.
- Proven high level ability to source, critically analyse and interpret research including both qualitative and quantitative information to underpin the development of statewide, strategic and system level service planning including identification of system priorities.
- High level knowledge of health priority areas; the health needs of key population groups; and key health system issues.
- High level written analytical and communication skills, including ability to compile analytical reports, discussion papers and planning documents.
