The role:

Implementing an integrated electronic Medical Record (ieMR) across all public hospitals in Queensland is at the heart of our digital transformation and is essential to delivering care, closer to home. Already used in numerous facilities today, the ieMR is improving care and patient outcomes by offering Queensland Health clinicians access to real-time clinical information for their patients, at point of care.
We are seeking an experienced finance specialist who has previously been engaged to provide professional advice in the areas of financial and budgetary management within a large and complex organisation. Ideally, you will have experience with the S/4HANA finance system to assist with setting up projects in the system and closing out projects. The role requires an individual with excellent written communication skills to deliver budget and finance reporting and provide guidance regarding the reporting of such to the Executive Management Team. It will be your responsibility, in consultation with project managers, to ensure each project's budget and finance activities adhere to relevant departmental policies and procedures throughout the lifecycle and that finances are maintained monthly. You will be responsible for ensuring changes to the project budget adhere to the request for change process. You will have the ability to follow the budget and finance processes for accounts payable, accounts receivable and budgeting management.
Reporting to the Program Director, and working under the supervision of Project Managers, the Senior Finance Officer will support the delivery of work packages with a focus on financial and budgetary components. Ensuring that deliverables are managed in accordance with best practice guidelines and the Queensland Health formal project management approach and methodologies as well as eHealth Queensland Financial policies and guidelines, to enable the achievement of consistent and quality project outcomes.
Key responsibilities include:
- Provide advice and recommendations and assist with the interpretation of directives in the development of workable solutions that will ensure compliance with financial and budgetary management practices, incorporating legislative requirements and Government policy.
- Contribute to continuous improvement by assisting with reviewing and developing financial and budgetary management policies, protocols, procedures and reporting mechanisms, ensuring their successful implementation through consultation and negotiation.
- Develop and use management tools to analyse and report data, ensuring that records are maintained and financial outputs are timely, accurate, and meaningful.
- Ensure compliance with all statutory and reporting requirements, including budgetary and public administration policies.
- Contribute to the success of projects by demonstrating expertise in project methodology and flexibility in managing workloads with a focus on meeting agreed deadlines.
- Develop and deliver both formal and informal training sessions and presentations, as well as lead meetings in order to develop expertise, compliance, and an understanding of Queensland Health financial management and budgetary policies, protocols, and procedures.

- Demonstrated ability to provide professional advice to the Director and other stakeholders in the areas of financial and budgetary management within a large and complex organisation.
- Demonstrated expertise in the use and development of contemporary financial management and budgetary information technology, together with experience in the research, review, interpretation, and analysis of information.
- Demonstrated high-level communication, interpersonal, negotiation, and presentation skills, with expertise or ability to acquire expertise in the development and delivery of formal and informal training programs.
