An exciting opportunity is available within Digitally Enabled Business Solutions for experienced Principal Business Analysts to ensure the successful delivery of analysis deliverables. Delivery Service Branch, eHealth Queensland is leading a program of work to modernise the Queensland Health Patient Administration Solution (PAS) across the state, including all 16 Hospital and Health Services (HHSs). The program is in the readiness phase focused on detailed planning, including the development of the program business case and associated implementation planning activities. This exciting, multi-year, program of work will enhance patient engagement and access to services and support modern healthcare deliver for all Queenslanders.

The role:

The PAS Readiness Project is responsible for progressing accelerated planning activities to support program initiation, which includes developing a detailed program implementation plan, definition of the procurement strategy, architecture blueprints, and the strategic change, engagement, and communication framework for the program.

The initiative is seeking multiple Business Analysts to lead work to support the definition of the program analysis deliverables within the Business Process and Analysis workstream. The Business Analysts will be required to ensure the successful delivery of analysis deliverables which may include:

  • Leading the analysis and documentation of current state processes / practices, business rules and system usage*
  • Leading the co-design and documentation of future state processes / practices to support the program vision
  • Leading the identification of business change impacts and relevant interventions to support effective outcomes across all Queensland Hospital and Health Services.

*While not compulsory, knowledge of the existing patient administration systems used within Queensland Health, would be highly regarded, specifically HBCIS and/or related downstream clinical or business systems.

 Is this opportunity for you?

To be successful in this role, you will be able to demonstrate:

  • Experience leading and managing business analysis activities, including data migration, within complex project(s), preferably in the health care industry. (SFIA Skill: BUAN: Level 5).
  • Experience leading business process modelling activities for large scale complex organisations, preferably using Business Process Modelling Notation (BPMN). (SFIA Skill: BSMO: Level 5).
  • High level knowledge and application of, appropriate business analysis frameworks, and an ability to promote and provide advice on use of appropriate techniques, methodologies, and tools, preferably aligned with Business Analysis Body of Knowledge Version 2.0 (BABOK). (SFIA Skill: METL: Level 5).
  • Proven high level negotiation, consultation, facilitation, and effective written and oral communication skills for use in a complex program/project environment. (NHS: Effective and strategic influencing).

While not mandatory the following qualifications and experience would be well regarded:

  • A relevant qualification.
  • Proven experience and working knowledge of PAS and / or electronic Medical Record (eMR) within a large, complex and distributed health care environment
