About the Role:
As a Senior Regulatory Officer, you will be responsible for applying early childhood education and care (ECEC) legislation, standards, policies, and guidelines in a fair and consistent manner while performing complex regulatory functions within the framework of the Regulating for Quality policy. You will also play a key role in developing and maintaining positive relationships with ECEC providers, services, and other agencies to achieve regulatory objectives effectively.
The Senior Regulatory Officer reports to the Manager Regulation, Far North Queensland Region, Early Childhood, Regulation and Communication Division.
Responsibilities Include:
A Senior Regulatory Officer conducts assessment and rating and writes reports, assesses amendment applications and notifications, takes and follows up complaints and conducts monitoring and compliance visits of ECEC services.
As the Senior Regulatory Officer your responsibilities include:
- Undertaking regulatory activities and making recommendations that support the Regulatory Authority to undertake its functions under the legislation and in accordance with the principles of good administrative decision making.
- Providing recommendations that are informed by data, analysis of evidence and accurate interpretation of the legislation.
- Conduct assessment and rating of education and care services across Queensland.
- Providing quality advice and managing expectations of internal and external stakeholders including ECEC providers and services as well as the general public on different regulatory activities.
- Identifying and responding to risk in the ECEC sector through application of risk-based decision making in accordance with the legislation, exercising powers, gathering evidence and escalating matters accordingly.
- Implementing operational policy initiatives drawing on feedback, evaluation and data analysis to improve regulatory process and practice.
- Contributing to the implementation of effective record keeping practices, data quality assurance and modelling appropriate use of regulatory systems. Preparing accurate, well-written communication on a range of matters relating to ECEC regulation including correspondence, reports, briefs, regulatory decisions and recommendations.
About You:
It would be highly desirable for the successful applicant to have the following qualities:
- Experience as a regulator or the ability to rapidly acquire knowledge of regulating the ECEC sector
- Experience in conducting assessment and rating or the ability to rapidly acquire knowledge and complete training in conducting assessment and rating
- Ability to analyse evidence and create analysis
- Ability to communicate effectively, both verbally and in writing
- Ability to prioritise and complete projects and tasks efficiently
- Decision-making skills
- Ability to manage risk and prioritise the work
- Ability to work collaboratively with a range of different stakeholders
- A passion for early childhood, with a focus on the health, safety and wellbeing of all children attending early childhood education and care services
