The Queensland Parliamentary Service (QPS) provides essential services that support the Legislative Assembly, its committees and 93 Members of Parliament. Through its professional workforce, QPS ensures the Parliament can carry out its legislative, constitutional and representational responsibilities on behalf of Queenslanders.
Purpose of the Role
The ICT Operations and Cybersecurity Manager is responsible for the stability, security and performance of the Parliament's technology environment. The role provides leadership to five ICT product teams and oversees a diverse vendor landscape to ensure ICT and Audio-Visual systems remain dependable and effective, particularly during Parliamentary Sittings and Committee Hearings.
About the Role
This position plays a key part in maintaining the availability, integrity and continuity of ICT and AV services across the parliamentary precinct and electorate offices. It requires a leader who can balance operational oversight with proactive engagement, guiding staff, supporting Members and stakeholders, and ensuring technology outcomes align with the needs of a complex and high-expectation environment.
QPS is seeking an experienced and effective leader who has had demonstrated success in improving operational responsiveness for customers, can lead the creation of secure and reliable IT systems, build strong relationships, respond confidently to operational challenges and support a culture of professionalism, accountability and continuous improvement.
Key Responsibilities
- Lead five ICT product teams to deliver reliable ICT and Audio-Visual services.
- Maintain stable, secure and responsive systems for Parliamentary Sittings, Committee Hearings and electorate operations.
- Oversee operational cybersecurity including cyber hygiene, patching, monitoring, incident response and risk mitigation.
- Manage vendor performance, contractual obligations and service delivery alignment.
- Ensure effective disaster recovery and business continuity planning and act as the escalation point for major ICT incidents.
- Improve ICT service management processes, communication and overall client experience.
- Build productive relationships with Members, parliamentary staff and other internal stakeholders.
- Support staff development, capability building and a positive team culture.
What QPS Is Seeking
- Demonstrated experience leading ICT operations in complex organisations.
- Strong people management capability with a focus on culture, coaching and performance.
- Ability to engage effectively with stakeholders including Members of Parliament, senior leaders and technical specialists.
- Experience in cybersecurity operations, risk management and incident coordination.
- Well-developed communication skills, sound judgement and a considered approach to operational and strategic decision-making.
- Relevant ICT qualifications and industry certifications will be well regarded.
