The Cross River Rail Delivery Authority is building a new 10.2km rail line that includes 5.9km of twin tunnels running under the Brisbane River and CBD; with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.
Once complete, it will provide trains with a much-needed alternative rail path through the core of the current SEQ Rail network, unlocking a bottleneck and allowing more trains to run more often across the whole of South East Queensland.
The Cross River Rail Delivery Authority is also delivering multiple supporting projects and activities in conjunction with Department of Transport and Main Road. These include accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast; upgrades for stabling yards; track works and surface rail enhancements; and the introduction of a new ETCS digital signalling system.
About the Role
This is a rare opportunity to step into a senior risk leadership role at the centre of one of Queensland's most significant infrastructure programs.
As Program Delivery Risk Manager, you will lead the Authority's enterprise and project risk function within Program Controls, guiding a small specialist team while integrating governance, compliance and assurance with day-to-day project risk management. You will oversee the Enterprise Risk and Assurance Framework, consolidated program risk profiling and quantitative risk analysis, ensuring risk information is accurate, reliable and genuinely decision useful.
Operating across strategic, enterprise and operational domains, you will work closely with senior leaders, Project Directors and governance committees to strengthen risk capability and embed disciplined risk practices across a complex rail delivery environment. This opportunity is offered as a fixed term contract until March 2028 with possible extension.
Key Responsibilities:
- Lead the project risk function within Program Controls, overseeing identification, assessment, mitigation and monitoring across the program
- Manage and continuously improve the Enterprise Risk and Assurance Framework
- Lead annual reviews of Risk Policies, Risk Appetite and Strategic Risk Statements
- Oversee enterprise risk registers, consolidated program risk profiling and quantitative risk analysis
- Monitor compliance with risk governance requirements, direct corrective actions and escalate material issues
- Manage enterprise risk compliance reviews, controls assurance and quarterly risk audits
- Support delivery teams to develop and maintain robust risk profiles, registers, management plans and mitigation strategies
- Lead external reporting including liaison with Queensland Audit Office
- Facilitate project risk reviews and retained risk forums
- Provide high quality reports, briefings and advice
- Support and guide project teams in effective risk triage, issue resolution and close out activities

- Strengthen risk culture and governance maturity
About You:
- Extensive experience in enterprise and project risk management on major rail, civil or commercial infrastructure programs, aligned to AS/NZS ISO 31000
- Demonstrated capability operating across governance and compliance risk environments as well as operational project delivery risk
- Strong analytical and problem-solving skills, including experience undertaking and interpreting quantitative risk analysis
- Strong relationship building and stakeholder engagement capability, with the credibility to influence leaders and provide clear, pragmatic risk advice
- Highly developed written and verbal communication skills
- Demonstrated leadership capability, including mentoring and developing risk professionals and embedding disciplined risk practices
- Experience managing and administering risk management systems (exposure to Active Risk Manager highly regarded)
