Senior Finance Officer

The Queensland Curriculum and Assessment Authority (QCAA) is seeking a Senior Finance Officer to join the Financial Services Unit. The Financial Services Unit is responsible for strategic financial, budget and accounting advisory services to the agency. This includes developing and coordinating the management of the annual budget, accounts payable, corporate card management, accounts receivable, assets, taxation, and reporting requirements. The Financial Services Unit is also concerned with the long-term forecasts and commitments of the agency. The Senior Finance Officer provides high level support to the Manager, Financial Services and assists with the activities of the Financial Operations team.

What you will do
In the Senior Finance Officer role, you will:
- Lead the Financial Operations team to ensure effective and efficient delivery of accounts payable, accounts receivable, corporate card and travel claim transactional services.
- Manage the monthly and financial year end accounting processes, ensuring the integrity of data within the general ledger and subsidiary ledgers by reviewing general ledger transactions and completing all necessary reconciliations.
- Prepare the annual financial statements in accordance with Australian Accounting Standards and Queensland Government Financial Reporting Requirements.
- Ensure the efficient management of the asset registers including performing reconciliations, useful life reviews and coordinating the annual stocktake.
- Provide advice to both internal and external stakeholders in relation to financial accounting policies, procedures and issues including liaising with Queensland Audit Office and internal audit during the interim and final audits.
- Prepare and submit the Fringe Benefit tax return, Annual Leave Central Scheme (ALCS) and long-service leave submissions, Payroll tax return and Business Activity Statement.
- Undertake research activities including interpreting accounting standards and preparing submissions, reports and briefing materials on financial policy and management issues, including the maintenance of the Financial Management Practices Manual (FMPM).
- Identify agency training needs in financial accounting and contribute to the development and implementation of strategies and training programs to meet these needs.
- Develop and implement operational policies, procedures and practices that facilitate and support financial accounting within the agency.
- Contribute to a change management and performance development culture across the unit by participating in regular two-way feedback discussions with your supervisor and team members.

Reporting relationships
This role reports to the Manager, Financial Services Unit. Three roles report directly to the Senior Finance Officer.
