The Director, Policy & Design, provides strategic leadership in the design and implementation of policy and regulatory frameworks to ensure the effective delivery of the Child Safe Standards and Reportable Conduct Scheme, in alignment with the Child Safe Organisations Act 2024 (CSO Act).

You will also work with government and sector partners to advance child safeguarding and information sharing to improve safety, accountability, and evidence-based outcomes for children and young people.

As a member of the Executive Leadership Board (ELB), you will partner with senior leaders to build and implement business operation strategies and practices aligned to the strategic objectives, to enable the Commission to deliver its outcomes and drive a positive culture.

The Policy & Design team is responsible for ensuring that the Child Safe Organisations Act is implemented in alignment with the intent of the legislation, government priorities and best practice regulatory principles. The role represents the Queensland Family and Child Commission in strategic policy forums, fostering collaboration and alignment across agencies and regulated sectors.

Financial
In this role you will have the following resources accountabilities

  • Provide strategic oversight of the Policy and Design team budget and resources, ensuring effective and accountable use of public funds in line with Commission and whole-of-government requirements.
  • Oversight and contribute to reporting on expenditure to support strong fiscal management and transparency, including alignment with strategic priorities and safeguarding commitments.

Stakeholder and Outcome

  • Provide strategic leadership in the design, development and evaluation of policy frameworks underpinning the Child Safe Standards and Reportable Conduct Scheme.
  • Drive the embedding of child safeguarding principles across policy, regulatory design, and organisational practice, ensuring child safety is central to all decision-making and system design to protect the risk of harm to children and young people.
  • Lead the development and oversight of information sharing frameworks, ensuring appropriate, lawful and effective exchange of information to support child safety, risk management, and regulatory decision-making.
  • Build, manage and maintain key internal and external stakeholder relationships through established engagement approaches to support consistent and effective safeguarding practices aligned to the CSO Act.

Internal Business

  • Participate as a member of the Executive Leadership Board in formulating strategic policy and setting organisational direction to deliver on Government and the Commission's strategic priorities.
  • Provide leadership in the establishment of organisational objectives, policies and initiatives, and set appropriate performance standards, benchmarks and targets for direct reports to ensure effective leadership and people management.
  • Lead a team of policy and legal officers responsible for the development of strategies, frameworks, policy, and application of legislation, to ensure the appropriate expert advice is provided to uphold the legislative intent of the CSO Act.
  • Provide a wide range of strategic advice, risk analysis and support to the Principal Commissioner, Commissioner, Chief Operating Officer and Executive Director, CSO on all aspects of the Commission's operations, policies and scope.
  • Integrate information and briefings from a variety of sources, to provide the Principal Commissioner, Commissioner, Chief Operating Officer and Executive Director, CSO with consolidated briefings, recommendations and advice.

Learning and Growth

  • Develop, implement and co-ordinate business transformation initiatives that align with strategic priorities and link with other resource planning and management processes to maximise opportunities available from automation and the utilisation of technology.
