About the Division
The Operations Division manages the effective delivery of QRA managed funding programs, including responsibility for overseeing the joint State and Commonwealth Disaster Recovery Funding Arrangements (DRFA) and resilience funded projects delivered by State and Local Government agencies and Non-Government Organisation's.

About the Team
The Program Delivery Office monitors and reports on program delivery, analyses performance and continuously seeks the business intelligence that ensures benchmarking and estimated reconstruction costs remain on track and the division's work is prioritised to maximise its return on effort.

About the Role

  • Oversee the end-to-end delivery of multiple QRA funding programs, ensuring alignment with time, cost, scope, and quality objectives.
  • Understand and manage risks associated with delivery agents and funding programs.
  • Investigate and resolve key funding program issues in support of the Director, Portfolio Performance and Monitoring.
  • Provide strategic guidance to the Director, Portfolio Performance and Monitoring (and others) on program performance, lessons learnt and risks, whilst co-ordinating the implementation of risk mitigation strategies.
  • Facilitate engagement with Commonwealth and State stakeholders as required to support program outcomes.
  • Endorse progress report claims for payment, analyse program performance, and oversee payment forecasting processes.
  • Reconcile and prepare QRA's Disaster Recovery Funding Arrangements (DRFA) progress reports to the Commonwealth's National Emergency Management Agency (NEMA) on a quarterly or ad hoc basis, as required.
  • Support the evolution of QRA by:
    • 1. Connecting QRA business units to collaborate for the benefit of the program.
    • 2. Promoting consistency across funding programs.
    • 3. Seeking opportunities to drive evolution and continuous improvement.
    • 4. Mentoring key roles involved in portfolio / program management.
  • Be prepared to coordinate key portfolio activities including, but not limited to:
    • 1. New program/package implementation.
    • 2. Monthly and quarterly reviews.
    • 3. Schedule and risk management.
    • 4. Budget re-allocations and allowable time limit extensions.
    • 5. Develop applications to NEMA for variations in scope.
  • This role leads a team and reports to the Director, Portfolio Performance and Monitoring.
