Regulatory Strategy Implementation (RSI) has been established within RSHQ to help build regulatory capability and confidence across the organisation. Work has been started in various parts of the organisation to continue building a risk-based and data-informed regulator responsible for a mission of ‘Zero serious harm' in the resources sector in Queensland.

To achieve this mission, RSHQ requires support to further build the framework for a best practice health and safety regulator. The different operational areas include the Coal Mining Inspectorate, the Mineral Mines and Quarries Inspectorate, the Explosives Inspectorate, the Petroleum and Gas Inspectorate, and Health Strategy and Compliance. Each of these areas focusses regulatory effort on different industries, and across different pieces of legislation.

The Principal Advisor within RSI will be integral to developing systems, processes, procedures, policies and training to build the capability of our operational staff. This role provides the opportunity for someone to take their expertise as a regulator and shape the future direction of RSHQ.

The successful candidate will have experience developing regulatory strategies, writing internal policies and supporting governance documents, applying legislation and policy to deliver organisational objectives, and working with people to uplift their capability and confidence. This isn't a training role, or a policy role, it's an opportunity to deliver meaningful change to a regulator with an important mission.

A degree qualification in the field of public administration or policy, law, governance, risk management or similar or relevant field from a recognised tertiary institution is desirable.

Experience in compliance/enforcement roles within regulators would be highly regarded, especially if you have experience in a health and safety regulator, or you have previously designed regulatory strategies.

Ability to write to a high standard, including preparing briefing materials for the Executive Leadership Team, RSHQ Board, and the Minister will also be beneficial.

The role will require you to engage with staff across the organisation or undertaking training which may mean travelling to regional or remote locations within Queensland and interstate. You will also grow your skills in regulating to further the aspiration that RSI becomes the subject matter experts in RSHQ on what makes a good regulator.

The role description will outline any qualifications, licences and specific requirements of the role. If you are interested in this job we encourage you to read the attached role description and talk to the contact officer.
