Project Scope Change Manager - Alliance

The Project Scope Change Manager Alliance is a key role embedded within the Cross River Rail Delivery Authority Alliances team. Reporting to the Senior Commercial Manager, you will be responsible for coordinating the identification, assessment, and progression of project scope changes within a complex alliance delivery model. This position acts as the primary interface between CRRDA and the Alliance for change related matters, supporting transparent governance and ensuring alignment with strategic, commercial, and operational objectives. The role plays an important part in maintaining the integrity of change processes, supporting executive decision-making, and contributing to the overall success of a major city-shaping infrastructure program. This role is offered until July 2027 with possibility of Extension.

Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It is a catalyst for wider rail transformation underway across the South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympic and Paralympic Games.

Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD, with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street. The Cross River Rail Delivery Authority is also tasked with multiple supporting projects and activities, including accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast, upgrades for stabling yards, track works and surface rail enhancements, and the introduction of a new world-class digital train signalling system.

About the Role

The Project Scope Change Manager – Alliance is a key role embedded within the Cross River Rail Delivery Authority's Alliances team. Reporting to the Senior Commercial Manager, you will be responsible for coordinating the identification, assessment, and progression of project scope changes within a complex alliance delivery model.

This position acts as the primary interface between CRRDA and the Alliance for change-related matters, supporting transparent governance and ensuring alignment with strategic, commercial, and operational objectives. The role plays an important part in maintaining the integrity of change processes, supporting executive decision-making, and contributing to the overall success of a major city-shaping infrastructure program.

This role is offered until July 2027 with possibility of Extension.

Key Responsibilities:

  • Lead coordination of changes affecting project scope, cost, schedule, or risk within the Alliance
  • Identify and track changes, escalating early to the Alliance Management Team
  • Collaborate with CRRDA and Alliance teams to assess and develop change proposals
  • Maintain the Alliance Change Register and contribute to monthly reporting
  • Ensure change processes meet governance, compliance, and audit requirements
  • Support business case variations, funding submissions, and commercial alignment with TOC processes
  • Facilitate workshops and support stakeholder engagement across disciplines

About You:

To be successful in this role, you will bring: 

  • Proven experience leading structured change processes in major infrastructure or alliance environments
  • Strong stakeholder engagement and facilitation skills across client and contractor groups
  • Sound analytical skills with the ability to assess commercial and risk implications of change
  • Solid understanding of governance, gain/pain share mechanisms, and formal approvals
  • Excellent communication skills and high attention to detail
  • Relevant tertiary qualifications in Quantity Surveying, Business, Engineering, Construction Management or Project Management - Highly regarded
