The Strategic Futures Command supports and assists QCS to adopt and embed a future focused and strategic view to improve organisational outcomes through a diverse range of activities.

The Strategic Policy Group provides strategic advice, including the development of submissions to Government, to address current and emerging issues relevant to corrective services.

The Senior Advisor role works collaboratively with a team of policy advisers to develop and implement strategic policies and frameworks, to address trends relevant to corrective services.

In this role you will:

  • Prepare complex submissions and reports, briefing notes, presentations, publications and correspondence for various audiences, including Cabinet, Parliament and the general public.
  • Analyse emerging issues relating to offenders/prisoners and corrective services that may be addressed through policy, legislative or procedural changes.
  • Contribute to the development of QCS policies consistent with the Whole of Government agenda, and that meet community needs and expectations.
  • Work collaboratively across the agency to identify emerging trends and assist with implementation of strategic policies and establish and implement protocols and procedures in accordance with relevant legislation.
  • Maintain partnerships between QCS and other key stakeholders to inform strategic policy development and effectively meet the needs of clients.

The essential requirements for this role are:

  • Organisational skills including the ability to work autonomously and as a member of a team to establish priorities, work under pressure and meet deadlines
  • Demonstrated high level negotiation and liaison skills, and ability to liaise effectively with a range of internal and external clients and stakeholders to achieve corporate outcomes.
  • Experience and understanding of contemporary strategic level policy, applicable to corrective services and the state of Queensland.
  • Analyse, interpret and solve difficult problems, engaging team and management input to produce accurate and timely solutions.
  • Research and analytical skills for investigating issues and analysing and interpreting strategic policies to the QCS context.
  • Demonstrated experience in the interpretation and application of legislation, policy and procedures in an operational environment.
  • Good writing skills and experience in the preparation of briefing notes, reports and complex written documentation within a structured government framework, preferably in a human services organisation.
  • Familiarity with ministerial, cabinet and parliamentary reporting requirements, including parliamentary estimates, question on notice, and possible parliamentary questions processes and standards.
