The role of Principal Advisor, Service Quality and Operational Support contributes to community safety by ensuring quality offender intervention practices and rehabilitation service delivery. This role will also provide effective governance advice and support to Offender Rehabilitation and Management Services.

The Principal Advisor Service Quality and Operational Support will:

  • Develop and implement a fit-for-purpose and robust governance framework and associated systems, strategies and processes for rehabilitation service delivery.
  • Develop and maintain policies, procedures and guidelines for QCS rehabilitation services.
  • Provide state-wide operational input and advice into QCS's annual program planning process, in collaboration with ORMS business units and in consultation with sites and operational directorates.
  • Provide oversight and assurance pertaining to business plans, risk registers, and whole of government recommendations relevant to ORMS.
  • Develop and oversee governance processes for QCS programs and interventions, including secretariat activities associated with the Agency's accreditation panel to ensure all programs and services delivered to QCS meet approved standards and address prisoner and offender needs.
  • Design and implement program management lifecycle planning and evaluation frameworks, including the development of an evaluation plan to support the ongoing review and evaluation of QCS's rehabilitation service delivery, provision of oversight in respect of evaluation recommendations, and development of evidence briefs to promote effective rehabilitation services.
  • Collaborate effectively with ORMS business units and other branches including the Research and Evaluation Group and Operational Performance and Data Analytics Group to achieve strategic outcomes and to promote and support effective offender rehabilitation practices.
  • Design, implement and coordinate site monitoring processes in collaboration with Offender Intervention Unit.
  • Provide high level advice to the agency and encourage a culture of continuous improvement in service delivery, development and innovative and evidence-based solutions to offender needs.
  • Monitor the quality of offender intervention activities which includes identification and reporting on relevant trends and issues.
  • Develop strategies and manage the provision of support and professional advice to maintain and improve the quality and consistency of offender intervention processes and other relevant professional practice issues.
  • Contribute to the preparation of strategic advice and ministerial and executive correspondence on effective offender management and assessment practices ensuring accuracy and timelines are met.
  • Demonstrate and maintain a high level of understanding of contemporary and evidence-based offender rehabilitation services, and professional practice issues, trends and practices through jurisdictional scans and research screening.
  • Represent the Agency in negotiations with other Government Agencies and maintain partnership with key agencies as required to ensure the achievement of Government priorities and outcomes.
  • Collaborate effectively with other directorates in order to achieve strategic outcomes and to promote and support effective offender rehabilitation practices.
  • Develop staff training/communication materials and ensure that it is readily available for use within QCS, including: audio, video, PowerPoint presentations, intranet and MS Office Teams.
  • Develop and maintain a thorough knowledge of work activities and practice issues impacting Specialist Operations, the Agency and operational units.

There are no mandatory qualifications for this position however a tertiary qualification in psychology, behavioural science or social sciences would be highly regarded.

Experience in, or an understanding of, criminal justice environment or similar human service/regulatory agency would be highly regarded.

This position may need to work at different sites from time to time and travel may be required.
