Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It will be a catalyst for 10 years of wider rail transformation across the whole of South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympic and Paralympic Games.
Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class ‘ETCS' signalling system.

About the Role
As Senior Legal Counsel, you will provide independent and strategic legal advice to protect the interests of the State and the Cross River Rail Delivery Authority during delivery of this once in a generation infrastructure project. Reporting to the General Counsel, Delivery, you will work within a small, expert legal team and collaborate closely with executive stakeholders, Program Delivery and Commercial Management teams.
Your primary focus will be supporting construction and project delivery related contracts management, risk, dispute resolution, and negotiations, particularly across our two major alliance packages. You will also contribute to government briefings, executive communications, and support high-level decision-making across the program.
This opportunity is offered as a three-year contract with possible extension.
Key Responsibilities:
- Provide high-quality, timely, and solutions-focused legal advice on project delivery and contract matters.
- Proactively identify and manage legal risks in collaboration with Commercial and Program Delivery teams including formulation of legal and commercial management strategies.
- Review, research, interpret and prepare legal advice on a wide variety of issues.
- Review and revise contracts, contractual communication, governance documents and other legal documents.
- Provide timely and accurate advice to the Delivery Authority with a focus on contracts management and alliance works packages and whole of project risks, issues and disputes.
- Prepare legal input for CEO, Ministerial, Board, and Steering Committee briefing papers.
- Instruct and supervise legal work of outside counsel and manage use of external legal services
- Support internal knowledge management and provide training across the Delivery Authority on legal issues.
About You:
- Extensive experience in legal practice related to major project construction and delivery. Infrastructure and transport delivery experience high regarded.
- Strong background in managing legal contract risks and compliance with commercial acumen and in collaboration with multi-disciplinary teams.
- Experience with alliance or collaborative contract delivery models.
- Strong experience in claims management, back-end construction law for major projects and legal project management.
- Outstanding written communication including drafting complex contracts, legal correspondence and executive briefings.
- Confident verbal communication and engagement at an executive level with the ability to provide clear briefings, negotiate and influence on complex legal matters.
- Able to manage competing priorities with independence and sound judgment.
- Admitted or immediately entitled to be admitted as a legal practitioner of the Supreme Court of Queensland.
