In the role of Director (Commercial and Contracts) you will manage the contract for the Queensland Train Manufacturing Program (QTMP) and other commercial matters relating to the delivery and operation the program of works.
You will lead the commercial and contracts team supporting the Program across a diverse range of contractual matters with its delivery partner Downer including compliance and monitoring of the implementation of program deliverables. You will be responsible for developing and sustaining positive partnering relationships to ensure a strong interface between internal stakeholders in the project team and Queensland Rail, Downer, external agencies and other major stakeholders associated with commercial matters.

Some of your responsibilities will include:
• Provide leadership to the QTMP Commercial and Contracts team, ensuring effective management of people, financial, and physical resources to meet goals and objectives, and fostering a cohesive, high-performing team culture.
• Lead complex commercial and contractual negotiations, engaging with key stakeholders, and implement performance management regimes with service providers to ensure the state is achieving value for money.
• Identify and assess risks and opportunities for service improvement across Queensland, shaping strategic decisions related to policy frameworks, legislation, and funding approaches.
• Ensure financial forecasts and risk allowances are reflective of the latest information, and communicated effectively across QTMP leadership team, and with relevant TMR stakeholders (for example finance, Queensland Transport and Roads Investment Program (QTRIP) and portfolio management teams).
• Oversee compliance with government policies, and ensure adherence to legislative requirements, while actively participating in the development of procurement/contract management frameworks.
• Collaborate with key internal and external stakeholders to resolve complex issues and drive performance, while contributing to a positive, values-driven workplace culture and workforce development.
Requirements of the role:
• Proven ability to lead teams, execute strategic initiatives, and translate vision into actionable plans while inspiring teams to achieve organisational goals.
• Experienced in managing complex contract negotiations, fostering strong relationships, and driving collaborative, customer-focused outcomes with external providers and cross-functional teams.
• Strong understanding of governance, procurement best practices, and regulatory compliance, ensuring financial risk management and adherence to high standards across programs and partnerships.
