Queensland Parliamentary Service is seeking a dynamic Principal Advisor to drive a capability-led, organisational learning and development strategy in a vibrant, forward-thinking environment.

About the Role

The Parliamentary Service People and Culture (P&C) service area lies within the division for Corporate and Electorate Services and has been established as a stand-alone team under the leadership of the Manager, People & Culture. P&C is entering a phase of enhanced organisational recognition and contribution to strategic and operational outcomes, underpinned by improved processes and enhanced customer engagement practices.

With our recently implemented Learning Management System in place, our small Learning and Development team is set to redefine how our people grow, learn, and impact our organisational success. As the Principal Advisor, Learning and Development, you will be at the helm of designing and executing modern, data-driven learning solutions that align with our strategic priorities. Reporting directly to the Manager, People and Culture, you will play a key role in cementing a culture of continuous improvement throughout the Parliamentary Service.

What You'll Do

  • Lead Learning Innovation: Design and implement learning solutions aligned with organisational goals.
  • Drive Data-Informed Strategy: Leverage workforce data to craft targeted recommendations for senior leadership.
  • Oversee Training Excellence: Develop, manage, and evaluate training programs that adhere to best practices in adult learning.
  • Represent and Network: Participate in Parliamentary forums and maintain strategic stakeholder relationships.
  • Enhance Systems and Processes: Streamline digital and in-person learning systems for seamless, high-quality delivery.
  • Inspire Your Team: Mentor and support a small Learning and Development team to achieve impactful outcomes.

Demonstrated Key Skills & Experience

  • Ability to align learning initiatives with overarching organisational objectives.
  • Ability to craft clear, persuasive written and verbal communication to support organisational change and drive key initiatives.
  • Proven ability to build strong relationships, collaborate across all levels, and address capability needs to enhance workforce development.
  • Skilled in planning, executing, and delivering projects efficiently, ensuring timelines and budgets are met while achieving impactful outcomes.
  • Strong understanding of adult learning principles and experience leveraging modern digital learning platforms to create engaging, effective training solutions.
  • Demonstrated experience managing workforce development or organisational training projects that align with strategic goals.
  • Proven track record in creating, managing, and evaluating education and training programs using evidence-based adult learning principles.
  • Strong experience in leading teams and communicating effectively with senior leadership through clear, concise reports and presentations.

Qualifications

  • A recognised degree or relevant qualification in learning and development, human resources, education, or a related discipline is highly desirable.
  • Industry or professional certifications in learning design and development is well regarded.
