Correctional Manager Industries

The Correctional Manager, Industries Level 2 is a member of the Centre’s management team, chairs the prisoner employment committee that’s responsible for employing in excess of 250 prisoners per day throughout the Centre, is responsible for managing existing commercial projects and the generation of new business in a manner that does not infringe the competitive neutrality provisions of National Competition Policy.

The prison Industries activities are closely aligned to accredited training through an integrated relationship between prison industries, Vocational Education and Training programs (VET and Integrated VET) and the Advance2Work Program. In addition the Centre conducts several on-the-job training programs to assist prisoners to validate their theoretical knowledge through practical reinforcement.

In this role you will:

  • Adopt contemporary human resource management practices to ensure development of a highly skilled, flexible and engaged team.
  • Identifies and develops talent to create an engaged and committed workforce.
  • Develops a positive workforce culture aligned to QCS values and objectives.
  • Assist the management team within the centre to plan for current and future workforce needs for the Unit to ensure execution of QCS strategies.
  • Contribute to the success of the QCS Workforce Strategy.
  • Promote the current performance management system and actively participate in performance management activities.
  • Coach and mentor staff through the provision of constructive feedback and manage
  • under-performance.
  • Contribute to the development and implementation of a skilled and responsive workforce.
  • Ensure rostering practices are effective and compliant with relevant Awards and policies.
  • Implement systems to ensure compliance with Agency procedures and processes.
  • Ensure workloads and work practices of staff contribute to effectiveness of the centre.
  • Maintain knowledge of contemporary management practices.
  • Co-ordinate the financial activities for the centre and provide advice on such matters.
  • Assist the General Manager develop the budget and business plan for the centre.
  • Assist the General Manager to devise and implement strategies to respond to budget trends and monitor financial statements.
  • Manage the efficient use of industries facilities including the preparation of capital and minor works submissions and provide advice on same.
  • Manage industries business records and provide required data to satisfy internal and external audit requirements.
  • Manage external suppliers to ensure on-time, on-budget delivery of products and services of industries programs.
  • Ensure the timely provision of advice to stakeholders.
  • Build relationships with key internal stakeholders.
  • Negotiate positive outcomes.
  • Ensure the appropriate exchange of information to and from the Unit.
  • Maintain strong internal and external networks.
  • Identify and action initiatives to enable outcomes for QCS.
  • Liaise with stakeholders, including those engaged in industries activities, to identify their needs and expectations of service delivery and to determine if current service is satisfying their requirements.
  • Ensure industry production meets with clients' needs in the areas of quality, turnaround times and specification.
  • Develop, manage and maintain a network of clients to ensure ongoing business contracts for the centre's industries.
  • Assess quotations and develop business plans and joint venture proposals to ensure their suitability for inmate labour and that profitability and revenue generation is maximised.
  • Liaise with the Deputy General Manager, on prison industries contributing to vocational training and education components of centre based activities.
  • Liaise with other Managers, Industries Supervisors, Trade Instructors and Sentence Management to ensure continuity of prisoner employment to centre based industries and projects.
  • Monitor and coordinate the industries function in the centre to ensure the effective use of resources.
  • Manage the allocation of work within a risk management framework.
  • Ensure allocation of industry activity is consistent with case management plans and Integrated Offender Management System (IOMS) requirements.
  • Ensure officers comply with legislation and procedures for the management of offenders.
  • Maintain knowledge of legislation, policy and procedures in relation to offender management.
