About the Division

The Resilience and Recovery Division provides leadership, direction and advice to agencies and stakeholders to ensure Queensland's disaster recovery and resilience policies and programs reduce risk, increase resilience and improve preparedness for disasters.

About the Team

The Policy and Program Design team are responsible for delivering actions to improve the resilience of Queensland communities and facilitate locally led disaster recovery, coordinate Disaster Recovery Funding Arrangements (DRFA) extraordinary funding packages and resilience funding programs, and help communities prepare for and recover from disasters.

About the Role

  • Manage a variety of evaluation projects from design through to final reporting.
  • Build and maintain collaborative and productive relationships with key stakeholders, including other federal, state, and local government agencies contributing to reconstruction, disaster recovery and resilience activities.
  • Develop key documents and practices to support quality and responsible procurement of evaluation suppliers.
  • Manage strategic medium to high risk procurement projects for evaluation projects and ensure positive outcomes to meet client and stakeholder objectives.
  • Provide high level advice relating to procurement and contract management matters to facilitate procurement planning and ensure adherence to procurement policy and departmental objectives are achieved.
  • Assist in the preparation of reports, submissions, briefs and other correspondence relating to procurement contract matters in accordance with department requirements.
  • Provide expert guidance and advice to internal and external stakeholders on monitoring and evaluation objectives and practices.
  • High-caliber stakeholder management experience, fostering trusted relationships with internal and external stakeholders, contractors, and service providers.
  • Ensure team outputs satisfy QRA standards for accuracy and timeliness based on quality principles and methodologies.
  • Represent QRA's position in meetings, committees, and cross agency forums at state and national level, drawing on organisational expertise and evaluation experience.
  • Design and implement processes to continuously improve QRA's evaluation practice (including templates, guidance materials and project reviews).
  • Undertake related project and other duties of equivalent complexity as required.
  • This role reports to the Manager, Monitoring and Evaluation.
