Manager
Minerals Business Centre; Minerals & Northern Compliance; Environmental Services and Regulation; Location Flexible
The Manager is a leading role in the Minerals Business Centre, based in Environmental Services and Regulation (ESR) and undertakes the critical role of the delegated decision maker for all statutory decisions and non-statutory decisions under legislation as it relates to metal mineral mining in Queensland and associated activities including metal smelting and refining, minerals processing and bulk material handling sites. Delegated decision makers contribute to the assessment of Environmental Impact Statements for projects and provide technical agency advice for State Assessment and Referral Agency applications.
The Manager works closely with the Director to ensure there is effective two-way communication relating to service delivery, team performance, and emerging issues
of significance.
Some travel to other centres and offices from time to time may be required.

The Manager, is a role in which you will:
• Oversight and supervise multi-disciplinary team/s, including Team Leaders and technical officers, undertaking a range of activities in:
• assessment of activities and industry development proposals throughout the State for a range of environmental matters including mining, waste management and industrial processes.
• a range of projects to support continual improvement and efficiencies in business practice, processes and systems with a focus on customer service delivery and the implementation of legislative and reform agendas, strategies and initiatives across the department.
• Undertake workforce planning activities to monitor, review and evaluate team productivity, goal achievement and overall operational effectiveness and manage, coordinate, and allocate resources to accomplish deliverables and performance metrics.
• Provide authoritative advice, guidance, and direction, evaluate proposed recommendations and approaches and as required, make administrative decisions and approvals.
• Represent Environmental Services and Regulation (ESR) objectives in significant stakeholder and customer engagement by leading and/or participating in high-level negotiations for the resolution of technically complex and contentious matters.
• Oversight and/or develop effective and efficient local practices, systems, and processes to enable the team to meet its objectives.
• Liaise, consult, coordinate, and work collaboratively with business groups within ESR and across DETSI and coordinate with other government departments as necessary, to support the implementation of policy, strategies, initiatives, and legislative, business and regulatory reforms.
• Oversight complex policy and legislative analysis and interpretation for the preparation of advice, ministerial and executive correspondence, submissions, publications, briefs, and other correspondence for significant, technically complex and/or contentious matters relating to environmental management.

The position requires:
• Proven experience to lead operational performance and planning in a regulatory service delivery environment with demonstrated experience in making and managing risk based administrative and statutory decisions on complex and/or controversial matters.
• Proven ability to motivate and engage staff for the operational delivery of environmental management services, programs and projects
• Understanding of contemporary environmental and regulatory management trends, drivers and approaches.
• Strong analytical and problem-solving capability with proven ability to evaluate options and approaches in a rapidly changing context
• Proven stakeholder management skills to pursue the resolution of issues by communicating with influence in a contested environment and lead negotiations with a clear understanding of the key issues.
