The Principal Procurement Officer will provide strategic and significant tactical Procurement and Contract Management functions for the Department. You will provide expert advice, on complex matters in accordance with all relevant Whole of Government and Department specific procurement and contract management frameworks, policies and procedures.

The role will be responsible for establishing standing offer arrangements and panel arrangements, with a view towards maximising efficiencies and effectiveness in both process and cost.

The role will support the development of best practice in strategic sourcing, expenditure analysis, procurement, contract management and supply chain strategies that optimise the value from the vendor market.

The Principal Procurement Officer, AO7 is a role in which you will:
• Maintain a high-level knowledge of contemporary issues impacting on strategic and tactical procurement and contract management, and its relationship with relevant Government policies and initiatives including but not limited to the Queensland Procurement Policy (QPP) and Queensland Indigenous Procurement Policy (QIPP).
• Provide expert advice and assistance on the impacts of whole of government procurement and contract management initiatives and the implementation of new systems, processes, and procedures.
• Ensure communication and consultation with key department personnel to ensure all procurement processes are compliant and inclusive, maintaining positive relationships and ensuring successful procurement outcomes.
• Liaise between the business units to ensure alignment between agency priorities and strategies, incorporating procurement, tendering and contract negotiation activities, through to contract management.
• Influence the capability and profile of procurement and contract management within the department and contribute to the development, knowledge, and expertise of procurement staff in the delivery of effective procurement and contract management practices.
• Exercise a procurement certification for significant procurements in accordance with the prescribed authorisation for the Procurement team.
• Conduct meetings with subject matter experts and relevant stakeholders to develop specifications and documentation including market research and risk analysis, under offer briefings, evaluation and review contractor service delivery standards.
• Prepare high level submissions, reports, and plans for consideration by stakeholders.
• Provide assistance/advice to clients related to procurement and contract management policy, procedures and documentation covering the selection of suppliers, tendering, evaluation and acquisition processes through to managing contract lifecycles, ensuring that the organisational policy and strategies are adhered to.
• Demonstrate experience in data collection, interpretation, and analysis of data relevant to procurement and ongoing contract management of goods and services.
• Encourage an environment in which high level customer service and quality of service ideals are fostered and delivered and continually seek to improve business delivery processes and practices.
• Foster a workplace culture that supports and promotes the interests of First Nations people and actively engage through our work to contribute to better outcomes for First Nations people.
