Office of the Child and Family Official Solicitor; Statewide Operations; Service Delivery - Child and Family; Brisbane

We are seeking a Director to lead and manage a team of legal officers in the provision of superior and highly valued legal services within the Office of the Child and Family Official Solicitor (OCFOS).

You will provide (and lead a team that will provide) an advice and consultancy role in child protection matters; represent the Director General in emergency applications under the Child Protection Act 1999; and be a briefing partner to the Director of Child Protection Litigation in child protection applications. (The Director of Child Protection Litigation is an independent statutory authority within the Department of Justice and Attorney Generals’ portfolio.)

Your mandatory requirements

  1. You are required to be admitted as a Barrister-at-Law or Solicitor of the Supreme Court of Queensland and at least 5 years post admission experience.
  2. You are required to possess a C class driver's licence to undertake travel.
  3. Requirement to be on-call to address out of hours emergency legal advice and support.

As a Director you will:

  • Lead, manage, provide guidance and supervise a team of legal officers and administrative staff to undertake work in the child protection program area.
  • Provide superior, authoritative high level legal advice (written and oral) to the Official Solicitor (and other senior executive and departmental staff as needed) in relation to OCFOS activities, including any contentious, highly sensitive or complex matters.
  • Contribute to the building and maintenance of the culture of the Office to support the vision and values of the Department and to achieve agency objectives.
  • Develop high quality systems, practice standards and quality assurance processes.
  • Analyse, monitor and report on trends and issues arising from file reviews, determine problems, suggest recommendations for resolution and provide associated training.
  • Develop and maintain collaborative, professional relationships with a range of internal and external stakeholders in a legal context, to ensure a consistent, coordinated and effective approach to the provision of legal services provided by OCFOS.
  • Undertake a range of legal work associated with child protection matters, including (for example) providing legal advice, assisting with the preparation of application material, quality assuring court material, preparing briefs of evidence to DCPL, and legal representation.

Role specific/technical skills

You possess expertise in relation to the department's services in a court environment and apply your knowledge to provide high quality legal services and support to staff. This role requires the technical ability to litigate, negotiate, provide legal advice, and to manage the interface with the Director of Child Protection Litigation in child protection matters.

This position is aligned to the Program Leader profile of the Queensland Public Service Leadership competencies for Queensland. To be successful in this role, you will be required to demonstrate capability in the areas detailed within the Candidate Information Package.

Delegations

This position has a range of administrative, financial and human resource delegations attached to it in accordance with the Department's requirements. This position is an authorised officer under the Child Protection Act 1999 and has a range of statutory delegations in relation to this.

This position reports to the Official Solicitor.
