About the role:
This position manages & coordinates the security, safety and welfare of all prisoners required to be escorted to places external to correctional centres, and oversee the electronic, static & dynamic security operations of diverse detention facilities other than correctional centres.
The position has a number of major functions including:
• The safe & secure transportation of prisoners between correctional centres d other locations;
• The safe and secure custody of prisoners to the Townsville Magistrates, Townsville Supreme and District Courts;
• The safe and secure management of prisoners within the Townsville University Hospital (TUH);
• Ensure the appropriate exchange of information with the Queensland Police Service,
• Queensland Health and other agencies and government departments to optimise offender management & escort functions.

Qualifications, professional registration, conditions and other requirements:
While there are no mandatory qualifications for this position; correctional and/or management qualifications would be highly regarded.
The primary accountabilities of the Correctional Manager Centre Services include:
- Manage the workload and work practices of staff consistent with the Agency's diversity and EEO policies.
- Supervise, motivate, encourage and coach staff, appraise performance and provide feedback for staff.
- Ensure staff are equipped with skills and resources to effectively undertake their duties and development and implementation of a skilled and responsive workforce.
- Ensure that training and development opportunities are provided to staff.
- Maintain knowledge of legislation, policies and procedures relevant to managing staff.
- Contribute to the knowledge base of the team.
- Participate as an effective member of the Centre's Management Team in the development, promotion, and implementation of Queensland Corrections' strategic direction and the centre's operational plan.
- Participate as an effective member of the Centre's Management Team in the management of on-call situations.
- Develop and maintain operating procedures in respect of static and electronic security systems and functions.
- Develop and regularly review procedures, contingency plans, search matrices and maintain a range of authorised weapons and emergency response equipment, including training in the use of such equipment.
- Ensure the operation and evaluation of all surveillance equipment and facilities and ensure maintenance is conducted in accordance with operational standards and prescribed manufacturer's instructions.
- Liaise with corrections staff, security services in other institutions, relevant Government and other external authorities and community groups in relation to the maintenance of security for the centre.
- Promote and support human resources and industrial relations processes and policies.
- Ensure rostering practices are effective and compliant with relevant awards and policies.
- Contribute to the preparation and implementation of the centre's workforce plan.
- Implement systems to ensure compliance with Agency procedures and processes for human resource management.
- Ensure workloads and work practices of staff contribute to effectiveness of the centre.
- Maintain knowledge of contemporary management practices.
- Monitor and coordinate functions including visits, offender escorts, special escorts, industry security, reception store, dog squad, perimeter security and the centre's armoury.
- Facilitate the allocation of equipment and resources to deliver services.
- Ensure the effective delivery of training to develop staff competence in all aspects of centre services.
- Ensure resources and work environments are properly maintained and meet operational and WH&S requirements.
The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities.
