The QBCC is seeking an Adjudication Registrar to lead Queensland's statutory adjudication registry under the Building Industry Fairness (Security of Payment) Act 2017 (Qld). This pivotal appointment safeguards timely, fair and transparent payment outcomes by administering applications, validating lodgements within legislated timeframes, and appointing appropriately qualified adjudicators.

As a Governor in Council statutory appointment reporting to the General Manager, Integrity and Risk, this role carries significant responsibility for Queensland's security-of-payment adjudication system. You will be admitted, or eligible to be admitted, to the legal profession, and bring experience working with statutory/tribunal/regulatory settings. The Registrar balances functional autonomy and impartiality with collaboration across the executive and leads a high-performing team to deliver consistently against strict timeframes and other statutory obligations.

About the Role

Reporting to the General Manager, Integrity and Risk, the Adjudication Registrar leads the QBCC's statutory adjudication registry under the Building Industry Fairness (Security of Payment) Act 2017. This role is central to delivering impartial, timely referrals of payment disputes and maintaining the integrity of the adjudication system, while working as part of the Commission's leadership cohort.

The role will:

  • Administer intake, validity assessment and referral of applications to appropriately qualified external adjudicators drawn from the registered panel.
  • Maintain the adjudicator register, including appointments, removals where conduct issues arise, and oversight of professional development obligations.
  • Ensure compliance with strict statutory timeframes.
  • Identify service-delivery improvement and refer proposals through the executive channel to enhance outcomes for industry and claimants.
  • Ensure progression of referrals in and out and ensure registrations and continuing professional requirements are met.
  • Lead a high-performing team of approximately six and foster a healthy and collaborative team culture.

This mandate is about safeguarding confidence in payments, turning statutory obligations into trusted, outcomes for the building and construction industry.

About You

This role will allow you to bring your legal expertise, sound judgement and people leadership to sustain an impartial, high-performing adjudication registry, partnering across the executive to lift overall operational performance.

As a senior leader with deep experience working with relevant statutory, tribunal or regulatory environments, you bring:

  • Admitted, or eligible to be admitted, to the legal profession (mandatory).
  • Experience working with legislated decision-making, procedural frameworks and particular knowledge and experience relevant to the functions of the Registrar.
  • Discipline to meet statutory timeframes, maintaining registers and ensuring consistent, fair processes.
  • Experience administering appointment/registry functions and managing conduct or suitability matters with integrity will be highly regarded.
  • Public-sector regulatory experience and knowledge of the construction/security-of-payment context will be highly regarded, or a proven capacity to acquire it rapidly will be essential.
  • Strategic outlook with the ability to drive improvements in service delivery and operational effectiveness.
  • A collaborative,  style that balances the Registrar's functional autonomy and impartiality with constructive engagement across the ELT.
  • The ability to build relationships both within and outside the QBCC and highly developed communication skills.

To be successfully appointed to this role, applicants must meet statutory suitability requirements (suitable under s150 and not disqualified under s151 BIF Act).
