This role is responsible for managing and leading complex procurement activities, supplier contracts, procurement education and information specific to Forensic Science Queensland. This role is to deliver required business outcomes and ensure compliance with the Queensland Procurement Policy and all other relevant governance policies and procedures.

Your key responsibilities
• Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe, services and workplaces.
• Exercise a procurement delegation, overseeing sourcing processes including the development of documentation detailing FSQ's requirements, management of risk, development of invitation documentation, engagement with the marketplace, evaluation of offers and negotiation of contracts.
• Provide leadership, advice and support on procurement strategies, contractual administration and procurement procedures.
• Protection of Forensic Science Queensland reputation by ensuring highest standard possible is achieved in procurement activities including probity, accountability and transparency.
• Promote a culture of high-level customer service across all elements of procurement in Forensic Science Queensland and address resistance or obstacles in a customer focused constructive manner.
• Provide expert advice to the branch, Suppliers and key stakeholders on the Contracting framework.
• Develop contracts with suppliers, aligning contractual obligations with delivery KPIs to enable ongoing contract performance.
• Ensure compliance with the QLD Procurement Policy and other relevant governance policies and procedures.
• Planning of procurement activities as it relates to the category to ensure efficient delivery as well as identifying and developing opportunities to realise efficiencies through procurement for FSQ.
• Oversee and/or coordinate the preparation, issue, maintenance and evaluation documentation for the offer/tendering processes including maintaining a positive relationship with all customers and suppliers..
• Undertake procurement performance reporting, market analysis and provide specialist advice to staff, plus external stakeholders using high level research, analytical and interpersonal skills.
• Employ professional verbal and written communication, interpersonal and negotiation skills to effectively develop and maintain outstanding relationships with key supplier and customer stakeholders to drive better value outcomes and maximise benefits.
• Negotiate and implement contracts that incorporate appropriate performance incentives linking desired procurement outcomes to payments and that enable effective contract performance management.
• Maintain data collection tools to support analysis and benefits monitoring processes for activities undertaken, both financial and non-financial. Monitor and explain benefits delivered to customers, comparing to contracted outcomes and work with suppliers to develop mitigation plans where required.
• Provide advice and support to customers regarding procurement strategies and requirements to support procurement including but not limited to the establishment of new services or implementation of strategies.
• Review the performance of suppliers and associated contracts to ensure the terms and conditions of those contracts are being adhered to.
• Manage the review and renewal process for all contracts across the Forensic Science Queensland to ensure contracts remain relevant to the business.
• Ensure the maintenance of a detailed documentary record of procurement processes, decisions and contractual arrangements undertaken ensuring the audit trail is adequately maintained and documented for probity, accountability, and audit
purposes.

• Demonstrated knowledge and experience in implementing contemporary procurement strategies, policies, and practices.
• Demonstrated conceptual and analytical skills to identify and analyse issues and develop quality options and strategies to resolve complex procurement issues.
• Well-developed ability to build and maintain appropriate relationships with team members and stakeholders.
• Demonstrated ability to deliver high quality procurement outcomes and manage conflicting priorities and tight timeframe.
• Demonstrated communication, interpersonal, and negotiation skills, including the ability to advise and influence clients and senior management on complex procurement issues.
