The Queensland Building and Construction Commission (QBCC) is Queensland's independent regulator, committed to strengthening the state's building and construction industry. It is unapologetic in its regulatory work to protect the community, support licensees and help ensure the sector continues to thrive.
As the Director, Policy and Legislation, you will lead the QBCC's legislative and policy capability, ensuring that opportunities for improvement are identified, evidence-based reforms are advanced, and all stakeholders are aligned. This role is not about drafting law, it's about leading change by diagnosing issues, achieving consensus, building persuasive reform cases, and advocating effectively across government.
About the QBCC
Established under the Queensland Building and Construction Commission Act 1991. Its mission is to educate, protect and support both the industry and the community by building public confidence through fair, transparent and accountable regulation.
But the QBCC is not standing still. The Commission is modernising how it delivers services, enforces legislation and engages with stakeholders. It is investing in culture, systems and capability to become a more responsive, values-driven regulator, that is trusted by consumers, respected by industry, and effective in protecting the public interest.
With legislative reform increasingly central to how modern regulators operate, the Director, Policy & Legislation plays a defining role in advancing the Commission's reform agenda, building internal alignment, and influencing change at the intersection of public policy, regulation and industry transformation.
About the Role
Reporting to the General Counsel, this is a hands-on, senior leadership role overseeing a team of policy professionals who provide policy, regulatory and legislative reform advice across the QBCC's remit.
Your mandate includes:
- Identifying legislative reform opportunities aligned to the QBCC's public value mission.
- Leading stakeholder engagement and consultation to shape reform pathways.
- Building internal consensus on complex technical or contested issues.
- Developing persuasive proposals that influence decision-makers and support government reform priorities.
- Supporting colleagues as reform progresses through the legislative cycle.
While legal qualifications are not mandatory, knowledge of the legislative process and legal systems is essential. You will often liaise with the Department of Housing and Public Works, Ministerial offices, industry stakeholders and consumer bodies.
Resilience, clarity of purpose, and a deep understanding of public decision-making environments are absolute must haves.
About You
This is a great opportunity for a strategic policy professional, government affairs expert or legal reform advocate with experience across complex, technical regulatory environments to make a difference and be a catalyst of change for one of Queensland's biggest industries.
You will bring:
- Deep knowledge of how legislation is shaped, influenced and implemented.
- Outstanding persuasive writing and communication skills, with the ability to distil technical content and divergent opinions into actionable reform proposals.
- Strong public sector policy experience, particularly in areas involving complex stakeholder landscapes (e.g. construction, infrastructure, energy, resources, environment, justice).
- Comfort influencing without a formal mandate, and resilience to navigate ambiguity and competing views.
- Leadership and mentoring capability to uplift a growing team and collaborate with integrity across the QBCC.

This role is banded at an SO level and offers a total salary of $190,387 - $199,204 per year, commensurate with experience and qualifications.
