The role
The Executive Director, Infrastructure Planning and Design, holds a pivotal leadership position responsible for shaping the future of Queensland's health infrastructure. This role establishes a high‑quality point of entry for major capital programs across Queensland Hospital and Health Services (HHSs), ensuring every project begins with clear, aligned briefs, future‑ready master plans, and standardised, buildable design solutions. Working in partnership with HHSs, the role ensures these foundations translate into reliable, ready‑for‑market delivery outcomes.
Operating across the entire project lifecycle, from concept to commissioning, you will lead the design review and assurance process, ensuring scope, cost, schedule and clinical outcomes remain aligned to approved governance parameters. As a senior leader in Health Infrastructure Queensland, you will work across boundaries to drive contemporary practice, disciplined change control and consistent design integrity across Queensland's health capital program.
You will contribute to the strategic direction of HIQ, provide expert policy and planning advice, and guide the planning and design of diverse and high‑profile infrastructure programs, including modular regional builds, major redevelopments and large‑scale hospital projects. Your role includes balancing complex stakeholder and clinical perspectives, driving collaboration across the system, and ensuring governance structures, risk management and review processes are robust, transparent and effective.
You will lead and inspire multidisciplinary teams, build capability, promote standardisation, embed modern digital approaches, and champion sustainable and innovative solutions. With responsibility for seven direct reports, you will play a central role in enabling the successful delivery of current and future infrastructure that supports world‑class care for Queensland communities.
A relevant tertiary qualification is required, and professional registration and membership are highly regarded. Travel to project sites may be required.
The Successful Person
You are an experienced senior executive with deep expertise in leading the planning and design of major infrastructure programs, ideally within the health sector. You bring strategic vision, sound judgement and exceptional leadership skills, enabling you to guide large, multidisciplinary teams and manage complex, high‑value and high‑risk environments.
To succeed in this role, you will demonstrate:
- Extensive leadership experience shaping major infrastructure programs, establishing and maintaining stable project briefs, and delivering successful outcomes in complex environments.
- Strong capability in leading formal design review and assurance processes, with measurable impacts on time, quality and cost.
- Ability to build strong relationships with clinical leaders, HHS partners, government agencies, and industry stakeholders to develop meaningful, effective and user‑centred design solutions.
- Experience preparing high‑quality, sensitive and strategic reports, briefings and submissions for senior executives and Ministers.
- Proven ability to lead multidisciplinary teams, embed consistent practice, manage contractors and drive high performance aligned with public sector values.
- Strong political acumen, the ability to negotiate at senior levels, and confidence representing Queensland Health in high‑stakes environments.
