About the Division

The Resilience and Recovery Division supports building a stronger, safer and more resilient Queensland through foresight, collaboration and informed action. Guided by a forward-thinking approach, we harness insights into emerging risks, challenges and trends to shape QRA's strategy and decision-making processes. Our division also ensures that Queensland's disaster recovery and resilience policies and programs reduce risk, increase resilience and improve preparedness for future disasters.

About the Team

The Policy and Program Design team are responsible for delivering actions to improve the resilience of Queensland communities and facilitate locally led disaster recovery, coordinate Disaster Recovery Funding Arrangements (DRFA) extraordinary funding packages and resilience funding programs and help communities prepare for and recover from disasters.

About the Role

  • Develop and advise on strategic disaster resilience, mitigation and recovery policy for Queensland to achieve organisational objectives and strategies that align with emerging national and international policy and trends.
  • Employ structured planning techniques to conduct futures and foresight analysis and provide qualified advice and / or recommendations to the senior management team.
  • Facilitate reviews of QRA's strategic plan and coordinate engagement with the QRA Board and disaster management stakeholders.
  • Design realistic and practical implementation plans and where required, lead the first stage implementation process for state-wide initiatives, or facilitate implementation with QRA teams.
  • Identify, analyse and progress strategic issues, recommendations and strategic advice to senior executives and key stakeholders.
  • Utilise strong communication skills to ensure a consistent approach to interrelated planning, engagement and implementation activities.
  • Prepare timely and accurate briefings for executive leadership, partner agencies and state and national committees regarding key strategic projects and policies.
  • Facilitate and participate in state-wide collaboration between and across all levels of government and industry to ensure recovery and resilience priorities of the State recovery and resilience group provide the best outcome for communities.
  • Promote collaboration across state, local and federal government, private sector, academia, and non-government organisations to share disaster management best practices and to facilitate optimised recovery and resilience policy implementation.
  • Maintain knowledge and understanding of current and emerging state disaster management policy.
  • This role reports to the Manager, Strategic Policy and has no direct reports.

QRA's workforce is agile and ready to respond quickly to support disaster priorities. You may have the opportunity to undertake other temporary duties or work in alternative locations to support impacted communities.
