Principal Program Officer

This position sits within Investment and Commissioning, responsible for ensuring the Queensland Government invests in the right programs to meet the needs of children and young people requiring statutory care and support under the Child Protection Act 1999.
The department is undertaking a systemic and transformational Residential Care Reform program which incorporates the Government’s election commitments including the introduction of a dual carer staffing model into residential care.

Your Responsibilities:
As a Principal Program Officer, you will contribute to the strategic transition to dual carer staffing models through innovative redesign and oversee a significant procurement process to commission contemporary residential service models.
Your other general duties include:
- Develop, manage and implement strategic projects that support the effective delivery of services relevant to investment and commissioning.
- Provide high level project management advice and direction in relation to human service initiatives.
- Identify information from a wide range of sources and provide strategic analysis and advice on complex operational program, policy and legislative issues relating to the programs and initiatives delivered by the business unit.
- Coordinate day-to-day operations to deliver on project outcomes that support the department's capacity to deliver and maintain quality services.
- Provide high level liaison, consultation and negotiation with internal and external stakeholders towards the development and implementation of whole-of-government policy and program initiatives relating to the programs and initiatives delivered by the business unit.
- Ensure that service delivery arrangements support the department's program and strategic intent.
- Prepare a range of written materials including cabinet submissions, procurement documentation, executive correspondence, briefing material, speech notes and information papers concerned with the programs and initiatives delivered by the business unit.
Your Mandatory Requirements:
- Previous or current experience of procurement practices and processes.
