Executive Manager
Support and Reform Services; Queensland Worker Screening Services; Community Services and Consumer Protection; Brisbane
As the Executive Manager of the Queensland Worker Screening Services (QWSS) Integrated Safeguarding Program (QISP) Office, you are responsible for program level oversight and coordination of a suite of Projects and Managed Activities, including recruitment and supervision of specialist contract staff, financial reporting and budget management, coordination of the Program Board and governance frameworks, and strategic reporting.
Commencing 2026, QWSS will deliver on a range of complex, reputationally significant projects and initiatives, with a focus spanning legal, policy, strategic, operational, and Information and Communication Technology (ICT). These key projects and activities will be coordinated as a new program of work, the QISP.

Your Key Responsibilities:
- Establish and manage the QISP Program Office, representing the QISP in a range of forums, including coordinating, and delivering appropriate stakeholder and staff engagement processes.
- Coordinate and monitor resourcing and project implementation, to ensure integrated and efficient program delivery in line with agreed timelines and budgets, and in compliance with government requirements, department principles, policies and best practice frameworks.
- Oversee program human resources, budget, and finances, including recruitment and selection, budget requests, deferrals, procurement, forecasting, and reporting.
- Prepare and collaborate on high level program documents and artefacts, including complex reports, briefs and other forms of correspondence that will provide advice and information to the Director and Senior Management.
- Prepare and oversee the development of program and project reports for senior executives, the Program Board, and relevant oversight bodies (e.g. the Information Technology and Innovation Committee (ITIC)).
- Manage and provide secretariat support to relevant governance committees, members, and project staff.
- Establish review mechanisms to monitor program level risk, issues and dependencies, and the success of outcomes and benefits realised from the delivery of projects and the program.
- Collaborate closely with the program leadership group and QWSS Senior Officers.

Technical skills, abilities and cultural capability:
- Highly developed administrative skills including excellent written and oral communication skills, and sound negotiation skills
- Experience in coordinating and reporting on the progress of diverse business activities and processes (including projects)
- Astute judgement and insightful decision-making when operating under pressure and in a fast-paced environment.
- Ability to prioritise, schedule and perform work to meet deadlines and commitments despite uncertain or ambiguous objectives, and work within a team environment.
- Experience in program or project management is highly desirable
- Experience in corporate functions - human resources, procurement, finance, or business management - is desirable
- Contributes to a high performing team culture, and promotes workplace equity, diversity, respect, and inclusion.
The team and the branch
QWSS Technology Services is comprised of two operational service delivery teams, focussed on the Blue Card Services suite of applications:
- Business Applications Support Team (BAST) - responsible for user and application support services, led by the Executive Manager, BAST
- Digital Reform (DR) team - responsible for system changes and enhancements. Comprised of solution architects, developers and testers, coordinated by a Release Manager and led by the Executive Manager, DR.
In addition to maintaining these essential business-as-usual services, commencing in 2026 QWSS is committed to several high profile and complex ICT-enabled initiatives, including:
- Integration with the National Continuous Checking Capability (NCCC) Pilot led by the Australian Criminal Intelligence Commission (ACIC).
- Collaboration with the Queensland Family and Child Commission (QFCC) to establish a Reportable Conduct Scheme by 1 July 2026.
- A Digital Transformation project to identify, procure, configure and implement a replacement case management system integrating BCS and DWS processes and data sets.
Qualifications and conditions
Relevant qualifications in Portfolio, Program or Project (P3) Management, or experience undertaking similar responsibilities would be highly regarded.
Formal qualifications in human resources, finance, or business administration/management would be highly regarded.
