Principal HR Advisor - Strategy and Services

Reporting to the Executive Manager, you will lead a team, supporting corporate and operational directorate staff and managers to progress complex people management matters as well as day-to-day human resource entitlements and activities. You will also work closely with subject matter experts, stakeholders and senior management to ensure timely innovative fit for purpose outcomes for our diverse workforce. You will play an important role in the development and application of HR policy, procedures, guidelines and resources enhance workforce HR capability, as well as coordinate and/or contribute to significant projects and initiatives, including identifying risks and providing constructive advice to influence strategic decision making across the department.

About us

Our department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader state operations and corporate services which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

The QFD provides fire prevention, preparedness, and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical, and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.

Purpose of the role

Strategy and Services is responsible for providing professional advice and support to regional and state office managers and staff across the employee lifecycle including employee remuneration and entitlements, Human Resource (HR) systems, establishment management, performance and development and recruitment and selection. The branch also contributes to the design, development and delivery of HR initiatives, policies and resources to ensure compliance and best practice in alignment with whole-of-government, departmental and business unit needs.

Your key accountabilities

Your part in our vision and success of the department will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which include but is not limited to:
* Lead the provision of high-quality support and advice to managers and employees, to ensure People and Culture processes are efficient and comply with relevant legislation, directives, policies and procedures.
* Provide specialist advice on a range of issues such as performance and leadership development, workforce planning, establishment management, industrial framework, employee entitlements, recruitment and selection and workforce capability.
* Establish and sustain relationships with subject matter experts and internal and external stakeholders to monitor organisational needs and provide solutions to enhance all stages of the employee life cycle.
* Maintain knowledge of HR practices and systems, emerging trends and industrial instruments to manage change, ensure governance and compliance, and identify opportunities for business improvement.
* Prepare and present high-level reports, correspondence and briefings relating to a range of complex People and Culture issues and initiatives in accordance with departmental requirements.
* Represent QFD and participate in HR projects and working groups to ensure outcomes are delivered within agreed timeframes and meet business needs.
* Lead and develop team cohesiveness and capability through professional development opportunities and promotion of a positive environment with ethical practices, workplace safety, equity, and diversity.
