Technical Project Officer

The Technical Project Officer is responsible for the development, maintenance and improvement of critical business applications used by the QAS. The Application Development Services team (ADS) maintains numerous custom applications developed on the Oracle Application Express (APEX) platform. ADS also maintains legacy system based on Progress 9 database. In collaboration with the ADS team, the Technical Project Officer is continually improving these applications and developing more effective and efficient models of data capture and reporting.

We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:
- Detailed ICT knowledge, that will enable appropriate communication with technical experts about ICT architecture elements including infrastructure, application development and application support.
- Previous experience in an application developer or programmer role utilising Oracle and Progress RDBMS with frontend development using Oracle Application Express,
- Demonstrated ability to problem solve technical challenges and define innovative solutions to deliver high quality application solutions within project timeframes and budgets.
- Proven ability to analyse the interrelationship of business needs and ICT capabilities within a large, complex organisation and recommend strategies for using ICT to enhance business operations.
- Demonstrated high level skills in research, negotiation, consultation and communication (written and verbal), including the ability to lead a technical support team and liaise with a range of internal and external clients in an environment of change.
The following mandatory requirements, special conditions and/or other requirements apply to this role:
- Whilst not mandatory, a bachelor's degree in information systems/computer science and/or equivalent knowledge and experience in the ICT field will be highly regarded.
