The Principal Procurement and Contracts Advisor is responsible for delivering high quality procurement and contract management advice across fast paced project environment which provides essential procurement and contract management support functions for complex high risk infrastructure related activities. Operating within a small, high performing team, the role supports end to end procurement and contract activities while ensuring strong governance, probity and public sector accountability. This role supports the Manager Procurement and contributes to strengthening procurement capability across the organisation. This opportunity is offered as a fixed term contract until March 2028, with possible extension.

Cross River Rail Delivery Authority (CRRDA)…Your chance to work with the best!

The Cross River Rail Delivery Authority is building a new 10.2km rail line that includes 5.9km of twin tunnels running under the Brisbane River and CBD; with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.

Once complete, it will provide trains with a much-needed alternative rail path through the core of the current SEQ Rail network, unlocking a bottleneck and allowing more trains to run more often across the whole of South East Queensland.

The Cross River Rail Delivery Authority is also delivering multiple supporting projects and activities in conjunction with the Department of Transport and Main Roads. These include accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast; upgrades for stabling yards; track works and surface rail enhancements; and the introduction of a new ETCS digital signalling system.

About the Role

Working as part of a small, high performing team, the Principal Procurement and Contracts Advisor leads and progresses end to end procurement and contract management activities while maintaining the highest standards of integrity, probity and public sector accountability.

The role delivers high quality procurement and contract management advice, support and outcomes within a complex, high risk infrastructure environment.

Supporting the Manager Procurement, the position leads and coordinates procurement and contract management activities for medium to high risk engagements. While the role has no formal people management responsibility, it provides professional leadership through influence, collaboration and mentoring.

This opportunity is offered as a fixed‑term contract until March 2028, with possible extension.

Key Responsibilities:

  • Provide clear, well‑founded advice on contract interpretation, performance management, variations, extensions, disputes and remedies
  • Deliver end‑to‑end procurement activities including planning, market engagement, evaluation, negotiation, contract award and contract management
  • Prepare, review and quality assure procurement and contract documentation
  • Lead and participate in negotiations with internal and external stakeholders
  • Manage contractual documentation including contracts, variations, deeds and extensions
  • Establish and manage supplier performance frameworks and address underperformance
  • Identify, assess and manage procurement and contract risks
  • Prepare high quality briefings and correspondence for senior leaders and governance forums
  • Contribute to continuous improvement of procurement and contract management frameworks

About You:

  • Demonstrated experience in complex procurement and contract management environments
  • Proven capability managing medium to high-risk procurement and contract activities
  • Strong understanding of probity, confidentiality and ethical decision making
  • Ability to manage competing priorities under pressure while maintaining quality and compliance
  • High level written and verbal communication skills
  • Ability to build trust and influence outcomes through collaboration
  • Experience using procurement, financial and document management systems such as TechnologyOne and TRIM
  • Demonstrated capability to interpret and apply Queensland Government procurement policy, delegations and governance frameworks to support compliant, value‑for‑money procurement outcomes.
  • Diploma of Procurement and Contract Management or equivalent (highly desirable)
